Senju Chen expanded his influence in Konoha while secretly building a network of rescued Kekkei Genkai children and training future leaders in Kirigakure. He brought Mei Terumi to Food Is Heaven for refuge as Obito Uchiha waited for Genji’s death and prepared to seize control of Kirigakure.

• Senju Chen secured Tsunade’s approval for the Konoha Military Police Force to operate outside the village and arranged intelligence coordination with Shikaku Nara.
• Senju Chen persuaded Uchiha Fugaku to send Uchiha recruits under eighteen to train with the Public Security Department, while Fugaku won his elders’ agreement to the exchange.
• Senju Chen rescued Kekkei Genkai orphans, took Gonbei’s identity, and continued caring for the disgraced Genji while discovering that Chōjūrō was among the children he taught.

• Senju Chen brought Mei Terumi to Food Is Heaven, where Aying and Yukimura Shigure reported that their network had rescued seven children, and Chen ordered them to shelter Mei under the cover story that she was a refugee.

Senju Chen turned Mei Terumi’s grief into training, then infiltrated Kirigakure’s academy and used its brutal graduation exam to rise to power. After securing Zabuza Momochi’s loyalty and arranging his escape, Chen exposed a suspected Iwagakure spy and faced Kirigakure’s instructors as they accused him of murder.

• After Genji’s death, Senju Chen pushed Mei Terumi to train for revenge, but she returned alone to Genji’s cemetery and was trapped by Kirigakure’s assassination squad.
• Senju Chen rescued Mei Terumi and killed the squad, while Mei returned to Food Is Heaven resolved to obey him and grow strong enough to stand beside him.
• Senju Chen sent Chōjūrō to Mei Terumi, then killed Kirisame Ryo and assumed his identity to teach Kirigakure’s academy students.
• Senju Chen trained his class in deception and survival, and Zabuza Momochi began questioning his reasons for killing as Mei Terumi drove Chōjūrō through dangerous training.
• During the Purification exam on Blood Tears Island, Zabuza Momochi’s class used traps and misinformation to defeat rival squads and claim all ten flags.
• Karatachi Yagura promoted the survivors and appointed Senju Chen director of Kirigakure’s High Tower, while Chen promised Zabuza a path to surpass the Seven Ninja Swordsmen of the Mist.

After consolidating his hidden base and returning to Konoha, Senju Chen confronted the truth behind Hatake Sakumo’s supposed death and began reforms in the village. The arc ended with Tsunade demonstrating that Chen had restored Maruboshi Kosuke’s lost foot to the Elders.

• Senju Chen exposed Tsukiki as the spy Yamano and brought Mei Terumi, Chōjūrō, Zabuza Momochi, and other gifted youths to his hidden base for training.
• Senju Chen expanded the base’s trainees and operations, then sent Zabuza Momochi and Haku out as a field team.
• Senju Chen returned to Konoha, reunited with Tsunade and the Uchiha family, and watched Naruto Uzumaki and Sasuke Uchiha’s close friendship.
• Senju Chen proposed Ninja Academy and medical reforms to Tsunade, and revealed to Kakashi that Danzō had framed Hatake Sakumo and that Sakumo was alive undercover as Fang.

As Naruto and Sasuke began school and the Public Security elites trained with new tools, the arc left Kakashi and Sakumo about to face Shisui and Itachi in a team match.

• Senju Chen offered Konoha access to his limb-regeneration technology and established a Medical Department, drawing disabled villagers and eager matchmakers to the Senju residence.
• Senju Chen visited Kurama Yakumo with Kurenai Yuhi and Anko, discovered her immense mental power, and helped her defeat Ido after Yakumo’s genjutsu overwhelmed the Kurama compound.
• Senju Chen recruited Yakumo as a special observer and sent Public Security elites to his underground base for advanced training, where Kakashi reunited with Hatake Sakumo.
