Background
The Demon Suppression Bureau was established approximately eight hundred years before the story, when demons proliferated and sects threatened Great Qian’s stability. Its founding mandate was to suppress demons, intimidate troublesome sects, and restore peace for ordinary people. Over the following centuries, it destroyed countless sects, earning their lasting hostility 4.
By Chu He’s recruitment, the imperial court’s strength is declining. In Yun Province, increasingly frequent demonic calamities have multiplied the Bureau’s casualties, while sects and great clans publicize the dangers of service and recruit promising disciples away from it. The Heavenly Origin Sect’s willingness to collaborate with the White Lotus Cult demonstrates how far the provincial branch’s deterrent reputation has fallen 23 48.
Garrison Commissioner Lord Tie’s absence further destabilizes Yun Province. Qian Hao warns that the commissioner’s lingering prestige still restrains hostile forces, but any visible weakness from the Bureau could plunge the province into chaos 25.
Authority and Responsibilities
- Direct imperial authority: The Bureau answers only to Great Qian’s emperor. Even a marquis cannot directly command it, although personal connections with senior officers can still exert pressure 1.
- Demon suppression: Guards investigate incidents, exterminate threats, and defend settlements. Missions also include capturing demons rather than killing them 4 14 41.
- Intelligence and research: Captured targets are interrogated for useful information, while unusual demons are studied to develop countermeasures 4.
- Local oversight: Its remit extends to supervising sects, aristocratic families, and officials, bringing it into conflict with influential local interests 23.
- Protection against provocation: An imperial declaration authorizes killing anyone who deliberately provokes the Bureau. Chu He invokes this rule against a Divine Sword Sect disciple at headquarters 23.
Organization and Hierarchy
Yun Province Command Structure
Yun Province’s Bureau is headed by a garrison commissioner, with two commanding officers beneath him and thousand-man commanders leading its three armies 20.
| Rank / Unit | Command or Function | Cultivation Requirement |
|---|---|---|
| Garrison Commissioner | Heads the provincial Bureau 20 | Sixth grade or above 20 |
| Commanding Officer | One of two officers beneath the commissioner 20 | Fifth grade 20 |
| Thousand Household Commander / Thousand-Man Commander | Commands ten Hundred Household Commanders and leads an army 7 20 | Normally fourth or fifth grade 20 |
| Hundred Household Commander | Commands two Company Commanders; leads an independently operating battalion 7 | Third rank is associated with eligibility for the post 24 49 |
| Company Commander | Commands ten Squad Commanders 7 | Second rank qualifies a Squad Commander to compete for promotion 21 |
| Squad Commander / Squad Leader | Commands five Demon Suppression Guards 7 | First rank and completion of the prison trial are required for active service 4 6 |
| Demon Suppression Guard | Carries out assigned suppression duties 4 | Must reach first rank during the newcomer period 4 |
- Battalion autonomy: The battalion is the Bureau’s smallest independent unit. Hundred Household Commanders therefore constitute its middle management and possess meaningful independent authority 7 24.
- Army strength: Each Yun Province army nominally contains 1,000 Guards. Frequent deaths below Company Commander rank cause considerable fluctuations in staffing 7.
- Field rotation: Battalions can rotate from headquarters to commandery postings; Chu He’s Sixth Camp is assigned to Green Mountain Commandery 50.
Heavenly Martial Guard
- Primarily recruits candidates who failed the Bureau’s assessment 8.
- Maintains a squad in every county town, handling unranked demons and some weaker first-rank threats 8.
- Assists the Bureau but holds a substantially lower institutional standing, even below the Six Doors 14.
- Can report local incidents as temporary Bureau missions, allowing responding Demon Suppression Guards to receive normal merit rewards 14.
Recruitment and Advancement
Entry Requirements
| Step | Requirement | Outcome |
|---|---|---|
| Preliminary selection | Pass successive selection rounds 1 | Admission to the final Trial Mountain assessment 1 |
| Trial Mountain | Remain on the peak for two hours; enter within one hundred breaths of the order 1 | Qualify to join the Bureau 1 |
| Squad Leader qualification | Kill an unranked demon during the mountain trial 1 | Direct qualification for Squad Leader rank 1 |
| Newcomer cultivation period | Reach first rank within six months 4 | Become eligible for full admission; failure means expulsion and compensation of 1,000 taels of gold 4 |
| Prison trial | Kill a demon inside the Demon Suppression Prison 4 | Demonstrate combat ability and mental fortitude before undertaking missions 4 |
| Registration and assignment | Report to the Demon Suppression Hall after passing the prison trial 6 | Receive an army assignment and begin active service 6 |
- Failed final-trial candidates can instead enter prefectural administration as third-class constables 1.
- Chu He’s intake produces six Squad Leader candidates and fewer than sixty other successful recruits, even after admission requirements are lowered 2.
- Completion of Chu He’s prison trial causes his waist token to emit a faint light, confirming his qualification for missions 6.
Promotion and Merit
- Combat selection: The Third Battalion selects a Company Commander through arena combat among eligible Squad Commanders. Cheating or improper methods result in disqualification 21.
- Demon-slaying merit: Guards earn merit according to their demon kills; infectious first-grade Undying Corpses are considered valuable targets 10.
- Assigned-mission preference: Killing demons outside an assigned mission earns only half the normal merit or less, discouraging Guards from abandoning duties to hunt independently 14.
- Operational quotas: Guards must participate in enough demon-extermination operations each year or face punishment. This quota system continues until Thousand Commander rank, whose responsibilities are busier still 4.
- Vacancy appointments: After two Hundred Household Commanders die at Nine Nether Town, Chu He’s middle-third-grade cultivation allows him to fill the Sixth Battalion vacancy 49.
Facilities
Demon Suppression Prison
- Located within Yun Province headquarters, with its actual prison extending underground beneath a pitch-black, thousand-zhang beast statue 4 5.
- The statue was personally carved by Yun Province’s garrison commissioner and covered in demon-suppressing runes; even fourth- and fifth-rank demons dare not approach it 4.
- Contains seven levels holding large numbers of demons 4.
- Its first level separates prisoners into demon spirits, evil demons, ghosts, and strange entities, with additional divisions by habitat 5.
- Aquatic demons receive a danger rating one level higher because humans are disadvantaged underwater 5.
- Prison offices issue keys for specific targets, including demons selected for entry trials 5.
Demon Suppression Hall
- Central headquarters building where recruits register after completing the prison trial 6.
- One side handles army assignments; the other displays a metal mission board identifying claimed and unclaimed assignments 6.
- Also issues certain special missions 6.
Heroes’ Tomb
- Located north of the Bureau and used to honor fallen Yun Province Guards 48.
- Contains graves for officers described as centurion rank and above, while bluestone slabs record lower-ranking fallen Guards 48.
- The slabs extend hundreds of zhang and bear at least 100,000 names 48.
- The Bureau holds a memorial ceremony every ten years 48.
Equipment and Resources
- Flying-fish brocade uniforms — Recognizable clothing worn by field Guards 10 17.
- Demon-Suppressing Sabers — Common field weapons capable of releasing demon-suppressing power 10 16 17.
- Rank tokens — Identify members and certify rank; Squad Leader tokens also register prison-trial completion 5 6.
- Reclaimed command tokens — A fallen Hundred Household Commander’s token is recovered and issued to a successor. Chu He receives Sun Shang’s former token 50.
- Technique Repository — Provides martial and cultivation arts to members, including techniques focused on soul attacks 2 18.
- Dragon Elephant Prison Suppression Art — A difficult cultivation art available to qualified Guards; it is a simplified version of a ninth-grade art, but many avoid it because of its demanding cultivation requirements 15.
- Blood Qi Pills — Awarded to Chu He for killing a first-grade Vajra Leopard during recruitment 2.
- Spirit horses — Used by Guards travelling between headquarters and field destinations 19 26.
Internal Culture and Regulations
Discipline and Rivalry
The Bureau maintains a strict hierarchy. Although members are forbidden from killing one another, low-ranking Guards can be endangered through manipulated assignments and other indirect methods. Senior officials often overlook such disputes; fourth-grade Guards and above are the talents considered worthy of upper-level attention 7.
Its training model emphasizes surviving real combat rather than relying on protective elders. Guards exchange demon kills for merit and advancement, producing accomplished members accustomed to fighting above their cultivation rank 34.
- Hidden techniques are permitted: Members need not disclose every personal method if they follow Bureau rules 18.
- Sinister arts are not automatically prohibited: The founder’s stated principle distinguishes an art from its user’s intentions. Techniques requiring mass slaughter or violating the harmony of heaven remain forbidden 18.
- Factional maneuvering exists: Hundred Household Commander Sun conceals the increased danger of the Moon Ancient Village assignment and later encourages the Divine Sword Sect to confront Chu He 7 19.
- Private loyalties penetrate the ranks: By the time Chu He becomes Company Commander, 200 of his personally trained followers have entered the Yunzhou Bureau; at least twenty Squad Leaders are loyal to him shortly afterward 24 26.
Service and Sacrifice
Many Guards die protecting cities without receiving the public renown associated with battlefield generals. Their families can also become targets for demons and White Lotus Cult remnants 31.
At Nine Nether Town, wounded Guards reform their defensive line to shield residents from a fourth-rank demon. Their conduct wins public admiration, while Chu He’s presumed death prompts an officers’ memorial and an attempted burial of his uniform as a cenotaph 41 42 48.
Notable Personnel
- Lord Tie — Yun Province’s garrison commissioner; his absence leaves the Bureau reliant on his residual prestige to deter hostile forces 25.
- Zhou Cang — Senior commander whose approach forces Tian Liu to retreat; later presents Chu He with his Hundred Household Commander token 42 50.
- Qian Hao — Thousand Household Commander who directs the Nine Nether Town operation and arranges Chu He’s promotion after the battle 25 49.
- Zhang Wei — Recruitment examiner and Hundred Household Commander of the Third Army’s Third Battalion; supports Chu He’s placement and advancement 1 6 7 22.
- Chu He — Enters as a Squad Leader, wins the Third Battalion’s Company Commander selection, and becomes Hundred Household Commander of the Third Army’s Sixth Camp 2 22 50.

- Lu Feng, Zhao Guang, Tai Shan, Bai Tianyu, and Fang Zhou — Chu He’s original five subordinate Guards 7.
- Li Wan’er — A recruit from Chu He’s intake and the daughter of the Marquis of Might and Reach; completes an official case before confronting him at headquarters 1 19.
- West-Pacifying King — Former Bureau higher-up whose royal appointment once caused applications across Great Qian to increase severalfold 7.
External Relations
- Great Qian imperial court — The Bureau’s governing authority, though provincial branches possess enough influence to resist proposed reforms as national strength declines 13 20.
- Sects and great clans — Longstanding rivals subject to Bureau oversight. They resent its interference, but remain wary of its capacity for violent suppression 4 23 50.
- Divine Sword Sect — Challenges the Bureau over disciples killed by Chu He. His execution of another disciple at headquarters becomes a test of the Bureau’s willingness to defend its authority 19 23 25.
- Heavenly Origin Sect — Collaborates with demons and the White Lotus Cult at Nine Nether Town, targeting Qian Hao and the six deployed battalions 32 38 39.
- White Lotus Cult — Recurring enemy involved in demonic incidents and the Nine Nether Town plot. After its defeat, its holy maiden orders retaliation against Chu He’s family to intimidate the Bureau 19 38 45.
- Six Doors — Another organization capable of handling local demon incidents; both it and the commandery Bureau are occupied suppressing White Lotus remnants when Zhou Tao seeks Chu He’s help 14.
