Background

Hamura Ōtsutsuki possessed the Tenseigan as his Ultimate Eye Technique, described as an eye with the powers of destruction and creation. His descendants could potentially awaken it under conditions comparable to Yin-Yang Release. A separate lunar method could also fuse a large number of Byakugan into a Tenseigan; the Moon branch of the Ōtsutsuki clan was annihilated through this process. 2

Ōtsutsuki Toneri, the Moon branch's last descendant, possesses a pure Ōtsutsuki bloodline and awakened the Tenseigan at a young age. His bloodline is stated to allow rapid evolution from Byakugan to Tenseigan, access to Tenseigan Chakra Mode, and techniques such as Silver Wheel and Golden Wheel Reincarnation Explosion. 2

Izayoi awakened his own Tenseigan through the evolution of his Byakugan. Its development occurs through successive Fetal Movements, periods in which his eyes absorb chakra while he temporarily loses his sight. Unlike a transplanted eye technique, his self-evolved Tenseigan remains stable even if his body is severely damaged; it only regresses to Byakugan when both his chakra and Eye Power are exhausted. 33 34
