Background and History

Formation

The Federation emerged from the Twin Martial Star War, when Bai Qi, Wei Chen, and other human experts led resistance against the Heavenly Martial Realm’s invasion. It was established amid the ruins of the Age of a Hundred Nations, replacing national borders with a single federation encompassing humanity across the globe 15 455 819.

Its history extends beyond a thousand years. A dated account places the arrival of Heavenly Kings seeking Ning Chuan’s Spirit Forging Meditation Method on December 31 of Federation year 1099 323 404.

The Approach of Martial Star’s Revival

The impending revival threatened the Federation’s political order. Alien infiltrators circulated information about the previous revival, while domestic powers began preparing for a future in which the Federation might no longer protect or restrain them. The First Alliance was one such coalition, formed by Capital Administrative Region powers to secure their interests 442 462 463.

Lu Zhan warned that many factions—and even Heavenly Kings—might abandon the Federation. Ning Chuan likewise recognized that its existing strength offered little reassurance against Sea Realm Law Spirits and the Myriad Stars Divine Kingdom 494.

Divine Martial Stele Conflict

Attempts to coordinate with the Alien Council broke down over special passage allocations and demands for Ning Chuan’s Divine Wave Meditation Method. The Federation rejected proposals to admit Heavenly Martial Realm forces into Martial Star as a counterweight to the aliens, considering that course a threat to its survival 527 529 530.

The Alien Council subsequently allied with the Holy Heaven Alliance. Ning Chuan’s control of the stele’s passages nevertheless secured a major advantage for Federation Heavenly Kings. Bai Qi and Wei Chen remained outside, ensuring that threats against the Federation itself could not force the expedition to surrender 575 583 584.

Inside the stele, Federation experts protected Ning Chuan against coordinated attacks. When enemies marked him with the Gray-Line Vine Snake and demanded his withdrawal, Ye Wuchen refused to let their threats dictate Federation decisions 627 628.

Rescue Efforts for Ning Chuan

When Ning Chuan became trapped in the Heavenly Martial Realm, the Federation mobilized rescue forces. Growing void disturbances prevented immediate entry, even with an ultimate weapon; Dong Kaiming warned that a premature attempt could destroy the rescue team 695.

The government, Military Department, and Galaxy University later issued joint confirmation of Ning Chuan’s victory over the Heavenly Kings hunting him. The Federation ultimately committed five of its twelve ultimate weapons to rescuing him 714 772.

Law Spirit Calamity

Awakened Law Spirits used human blood sacrifices to accelerate their recovery, creating an irreconcilable conflict with the Federation. Their numbers and ability to strike scattered settlements made them difficult to suppress even when Federation forces could defeat them in direct combat 806 819.

After becoming supreme commander, Ning Chuan prohibited peace negotiations with Law Spirits conducting blood sacrifices. He authorized the base-city relocation plan and intensified suppression operations. Blood sacrifices declined sharply and were eventually eliminated for the time being 818 819 833 836.

Xu Yuan defected and established a self-proclaimed government in exile with Law Spirit support. At a mediation conference, he claimed authority over the Federation’s eighty billion citizens and accepted demands to surrender people and territory. Ning Chuan killed him before the assembled parties 834 849.

Sovereignty After the Revival

At the mediation conference, Ning Chuan crushed descended opponents and declared that all visitors to Martial Star remained subject to Federation sovereignty, regardless of their divine patrons or ancestry 853.

The Federation continued to face threats beyond the abilities of most of its experts. A Yin Family Divine Guardian Guard defeated a combined Federation force, while Ning Chuan later confronted the Martial Extermination Army alone offshore. Despite these dangers, the population retained confidence in his protection, and the Federation remained broadly peaceful after the initial Law Spirit unrest 882 924 930 978.

Following Martial Star’s full revival, the Office of the Supreme Commander opened the planet to beings from across the universe, provided they followed Federation rules. Ning Chuan then confronted visiting True Gods and Immortals over offenses including unauthorized entry into military headquarters and unpaid taxes and fees 1077.

Government and Administration

Political Structure

  • Administrative regions: The Federation has ninety-nine regions. Qingshan City belongs to Donglin, whose chief executive is Wang Fu 15 429.
  • Capital Administrative Region: Ranks first in overall regional strength, though the Northern Territory, home to Galaxy University, has a slight advantage in top-level experts 464.
  • Presidency: Presidents are elected, but possess comparatively little power; their role is described as resembling professional management of public welfare 809.
  • Supreme command: A wartime office previously held by Wei Chen during the Twin Martial Star War. Under Ning Chuan, it grants authority over all Federation resources and human personnel, with execution prescribed for disobedience 809 818.
  • Economic administration: The General Administration of Industry and Commerce records and notarizes major corporate transfers, including the First Alliance’s compensation to the Round-Down Foundation 495.
  • Intelligence: Government intelligence bodies cooperate with the military on security operations and investigations into subversion 818 834.

Principal Centers of Power

Federal Government Civil administration, diplomacy, and public welfare; maintains its own Heavenly King experts 258 572 809
Military A major power since the founding war, with several hundred Divine Generals recorded in the Federation rankings 455
Galaxy University The Federation’s foremost university and an independent concentration of high-level experts, including Wei Chen and Ye Wuchen 125 572

Great River Realm Leadership

At the time of the Divine Martial Stele expedition, the Federation had produced or retained six Great River Realm Heavenly Kings in total. Only Ye Wuchen and Xu Yuan were under a thousand years old and had been raised within the Federation itself 572.

Heavenly King Institutional affiliation at that time Notable position or later development
Bai Qi Military Strongest Federation Heavenly King; shares the highest standing with Wei Chen 530 572

Military and Strategic Resources

Martial Forces

  • Heavenly Kings: The Federation’s supreme conventional fighting force; the rise or fall of one can transform the balance among major domestic powers 305.
  • Divine Generals: More than a thousand appear in the Federation Divine General Rankings, including several hundred military personnel 455.
  • Ten Great Knights: The ten strongest Titled Knights in the Federation. Tang Qianjun is one documented holder of this distinction 125 369.
  • World Walker authority: Galaxy University’s World Walker holds authority equivalent to a Heavenly King for matters such as attending inter-faction negotiations 519.
  • North Sea defenses: The Federation maintains checkpoints guarding access to the North Sea Domain, including a joint checkpoint with other races in the Land of Extreme Ice 418 511.

Mecha Technology

  • Domestic production: Despite advanced technology, the Federation initially manufactures only ordinary-grade mechas 154.
  • Sky Mechas: Existing units come from prehistoric ruins. Stable exclusive use of one is considered practically equivalent to gaining Knight-level standing 154.
  • Force supply: A Martial Artist pilot connects a Force Seed to the mecha’s internal Force array, drawing on the machine’s Force rather than relying primarily on personal reserves 149.
  • Later expansion: Mechas supplied through Ning Chuan allow qualified pilots to become usable high-level combatants much faster than conventional martial cultivation permits 881.

Ultimate Weapons

Resource Capabilities and limitations
Twelve ultimate weapons Accumulated across nearly one hundred thousand years of present-day human civilization, rather than solely during the Federation’s existence. Each is considered a cornerstone of humanity’s survival 772.
Annihilation Heavenly Thunder Single-use weapon theoretically capable of killing Earth Realm experts or stronger opponents. Prepared primarily as a deterrent during the Divine Martial Stele dispute 560.
Defensive ultimate weapon Considered for carrying a Great River Realm rescue team through the shattered Prison Realm area, but unable to make an immediate rescue acceptably safe 695.
Other accumulated weapons Many powerful Federation resources are one-use weapons whose deterrent value exceeds their practical usefulness 388.

Base-City Defense Plan

Feature Details
Planned network Thirty-three administrative capitals centered on the Capital Administrative Region 819
Maximum accommodation More than ninety percent of the Federation’s population 819
Purpose Concentrate civilians so Heavenly Kings and ultimate weapons can respond to Law Spirit attacks more quickly 819
Initial relocation regions Wind Summer, South Province, and Constant Cloud 833
Main limitation Strategic reserves can support the concentrated population for only a little over ten years; local production cannot sustain it indefinitely 819
Additional pressures Food, medical care, education, disrupted economic activity, and the possibility of Law Spirits uniting against the cities 819

Martial Arts, Science, and Education

Martial Culture

Martial arts occupy the center of Federation society despite its advanced technology. Practice is widespread, but working adults often neglect cultivation; most ordinary people remain around the middle Awakening stages 24 27.

Mathematics, physics, and chemistry are treated as foundations for advanced martial development. Both academic subjects and martial performance form part of the college entrance examination system 5 40.

Education

  • Regional examinations: Each administrative region independently conducts its college entrance examination 15.
  • Examination security: Regional authorities assign a Divine General and several Knights to guard this major event 118.
  • Mountain and Sea Genius Training Camp: Donglin’s leading preparatory camp; even its lowest-ranked graduates enter prestigious top-ten universities, while roughly half qualify for Galaxy University 15.
  • Galaxy University: So far ahead of competing institutions that admissions representatives joke about ten universities sharing second place 125.
  • Alien exchange students: Friendly races send young cultivators to Federation universities through established diplomatic relations 258.
