Ruin Policy and Cosmic Development
Huaxia enforces the Alliance Treaty over ruins within its territory. For the first month after a domestic ruin opens, martial artists below the Grandmaster Realm from other countries may explore it, while Grandmasters may only observe and provide support. The final ownership belongs to the country in whose territory the ruin appeared. 100
