| First Appearance | In his office, reviewing intelligence about Ziyun’s lightning explosion 2 |
Appearance
- Early appearance: Black-haired, vigorous, and in his physical prime, with the bearing of a formidable village leader 2 11.
- Habitual accessory: Frequently smokes a large pipe while reviewing intelligence or discussing policy 2 8 80.
- Combat attire: Wears combat gear when confronting the Third Raikage 22.
- Chest injury: Kushina’s magma attack leaves a large burn scar across his chest 96.
- Later condition: Becomes visibly hunched after his sons’ deaths; by the battle against Naruto, age has substantially reduced his physical abilities 83 149.
Personality
Hiruzen carefully protects his reputation as Konoha’s benevolent leader. He publicly rebukes subordinates, distances himself from failed operations, and presents concessions as personal sacrifices for the village. His speech before ceding territory turns a military defeat into a demonstration of the Will of Fire, moving Konoha’s ninja to renew their loyalty 11 21 63.
Behind that public image, he authorizes assassination attempts, tolerates coercion against Konoha’s clans, and uses Danzō to carry out disreputable work. He regards the Senju Clan’s remaining strength as a possible threat to his position and considers compromising information useful for controlling Orochimaru 3 27 34 90 126.
His caution frequently becomes retreat when he faces an opponent he cannot defeat. Nevertheless, his attachment to Konoha is genuine: he confronts Kushina to protect his troops, seeks aid from Ziyun despite their blood feud, and prevents retaliation after his own sons are killed because another battle would endanger the village 83 95 109. His eventual public disgrace wounds him more deeply than imprisonment; being despised by Konoha’s civilians feels worse to him than death 149.
Abilities & Skills
Ninjutsu Mastery
- Possesses seven chakra natures and is described as having mastered all of Konoha’s ninjutsu, earning the title Professor of Ninjutsu 42.
- Uses Fire, Water, Earth, Lightning, and Wind Release together in combat 95.
- Remains competitive with Ōnoki despite the latter’s Dust Release 42.
- His “Strongest Hokage” title does not reflect superiority over Hashirama or Tobirama; the narration explicitly places him below his predecessors 42 51 65.
Five Release: Great Combo Technique
- Creates four shadow clones, allowing five versions of himself to release five different elemental techniques simultaneously 95.
- Produces a powerful, wide-ranging explosion and is identified as one of his best ninjutsu 95.
- Fails against Kushina when she allows the attack to pass through her body 95.
Summoning Technique: Enma
- Summons Enma, who transforms into the Adamantine Staff for close combat and defense 50 82.
- Uses the staff to absorb the force of the Third Raikage’s strike by planting it in the ground 50.
- Sends the Nine-Tails flying with a staff strike 103.
- Enma’s durability has limits: Kushina burns him through his staff form, forcing him to retreat by reverse summoning 95.
Defensive Techniques
- Uses Earth Release armor while evading Tsunade’s Tremor-Tremor-enhanced punch 81.
- Survives the blow, but suffers severe bleeding and internal pain; he acknowledges that it could otherwise have killed him 81.
- Cannot meaningfully penetrate the Third Raikage’s defenses in their initial confrontation and instead relies on Konoha’s numerical advantage 22.
Sealing Knowledge
- Knows the Reaper Death Seal and offers to teach it to Danzō when Danzō proposes using it against Ziyun 23.
- Rejects using it himself because it sacrifices the user’s soul, making it at best a life-for-life exchange 23 52.
- Recognizes sealing techniques as a potential answer to Ziyun’s unusual body and seeks the Uzumaki Clan’s secret jutsu 24.
Tactical and Political Skills
- Organizes alliances, directs armies, negotiates reparations, and manages support among Konoha’s major clans 42 52 90 105.
- Maintains enough personal influence that Minato cannot effectively govern without his approval, even after formally succeeding him 123.
- Understands Sage Mode’s time limit despite never learning it himself, identifying attrition as his group’s best chance against Naruto 150.
- His later stamina is insufficient for that strategy: he and his remaining partners exhaust their chakra against Naruto’s Nine-Tails Chakra Mode 151.
Equipment / Weapons / Items
- Adamantine Staff — Enma’s transformed form; serves as Hiruzen’s primary melee weapon and defensive tool 50 82 95.
- Smoking pipe — Regularly carried during administrative meetings and intelligence briefings 2 8 80.
- Scroll of Seals — A Konoha asset surrendered to Kumogakure under Ziyun’s peace conditions 105.
Background / History
Campaign Against Ziyun
Hiruzen first receives intelligence about the enormous lightning explosion caused by the young Yeyue Ziyun. Concerned by the emergence of a foreign prodigy, he agrees to eliminate him. Earlier Konoha attempts to steal Ziyun’s techniques and kill him have already failed because of the Third Raikage’s protection; Danzō subsequently selects Orochimaru for another attempt 2 3.
After Ziyun defeats Orochimaru, Hiruzen proposes an alliance offering Kumogakure money and supplies in exchange for a demonstration of strength. The arrangement is intended to expose Ziyun’s abilities and create another opportunity to kill him. Hiruzen permits Danzō to make the arrangements but insists that Konoha leave no evidence and avoid provoking simultaneous wars with Kumogakure and Sunagakure 7 8.
Alliance Breakdown and Konoha’s Destruction
When Uchiha Mikoto’s attempt to probe Ziyun threatens the alliance, Hiruzen publicly orders the Uchiha Clan Head to stand down. He then attempts to shift responsibility for accepting Ziyun’s potentially lethal compensation demand onto the clan head 11 12.
Ziyun later deceives him while disguised as an Anbu operative, reporting that Mikoto is dead. When the High Command’s attempt to assassinate Mikoto and blame Kumogakure becomes public, Hiruzen claims that a traitor must have falsified its orders. Danzō intervenes to force a confrontation, and Hiruzen eventually joins the attack on the Third Raikage before withdrawing behind Konoha’s troops 16 21 22.
Ziyun rescues the Raikage and devastates Konoha with Raigo, killing at least a quarter of its shinobi. With all forty members of the Sealing Squad dead, Hiruzen refuses Danzō’s demand for immediate retaliation and instead seeks the Uzumaki Clan’s sealing techniques. Dan Katō subsequently reveals that both Hiruzen and Danzō ordered the operation against the Uzumaki, contributing to the clan’s decision to join Kumogakure 23 24 27.
War and Territorial Defeat
The Uzumaki Clan’s relocation prompts Hiruzen and the other members of the High Command to declare war. During the conflict, he permits Danzō to investigate the Senju Clan over suspected intelligence leaks despite having no proof of treason. The ensuing persecution leaves the Senju unwilling to obey his battlefield orders 28 34 48.
Hiruzen personally leads Konoha’s remaining forces against Iwagakure when Ōnoki opens another front. Although Konoha defeats its other enemies, Kumogakure remains a threat. Hiruzen later leads three thousand ninja against it, only to be driven back by the Third Raikage and Ziyun 42 50 51.
To avoid surrendering territory, he purchases support from three former enemies 52:
| Ally | Payment | Support |
|---|---|---|
| Sunagakure | Three billion ryō and supplies | Leaves Bunpuku in Konoha and prepares to fight Kumogakure 52 |
| Iwagakure | Thirteen billion ryō | Promises support, including the Four-Tails and Five-Tails if necessary 52 |
| Land of Rain | Four billion ryō | Joins the anti-Kumogakure alliance 52 |
An attempted offensive with five thousand ninja is abandoned as soon as Hiruzen learns that Ziyun has returned to Kumogakure’s camp. After another defeat brings Kumogakure’s army to Konoha’s gates, he agrees to cede territory while publicly framing the decision as a sacrifice to prevent further casualties 58 63.
Senju Retaliation
Following the settlement, Ziyun demands evidence for Konoha’s accusations that the Senju collaborated with Kumogakure. Hiruzen has none. When Tsunade prepares to leave with her clan, he privately hopes to have them eliminated after their departure, but Ziyun recruits them into Kumogakure 67 68.
Tsunade later returns to avenge the Senju’s persecution and Nawaki’s death. She severely injures Hiruzen, then holds him off while Senju Kazami leads the clan against the Sarutobi compound. Hiruzen summons Enma but cannot prevent the attack 80 81 82.
Kazami reports that every Sarutobi ninja has been killed and presents the heads of Shinnosuke and Asuma. Despite his grief, Hiruzen orders Sakumo and Jiraiya not to retaliate because they cannot win. He collapses after Ziyun mockingly praises his restraint 83.
Third Shinobi World War and Retirement
Hiruzen selects Minato as his preferred successor because his youth and inexperience appear likely to leave real authority with the High Command. To obstruct Orochimaru’s candidacy, he plans to use knowledge of forbidden research and disappearances as leverage 89 90.
During the war, Mikoto nearly kills Hiruzen with her Perfect Susanoo, but Minato rescues him. Kushina later defeats him with magma attacks, leaving him unconscious with a severe chest burn; Minato saves him again. Hiruzen subsequently chooses Minato over Orochimaru to conduct surrender negotiations 93 95 96 97.
After further losses, Hiruzen accepts Ziyun’s settlement 103 104 105:
| Condition | Outcome |
|---|---|
| Cede half the Land of Fire | Hiruzen secures the daimyo’s approval 105 |
| Hand over the Scroll of Seals | Delivered to Kumogakure 105 |
| Pay twenty percent of Konoha’s annual income | Hiruzen transfers the required payment 105 |
The daimyo orders him to step down after the war. When Konoha subsequently needs Kumogakure’s military assistance, Hiruzen also agrees to surrender the Uchiha Clan Head and Grand Elder as its price 105 109 110.
He formally retires and announces Minato as Fourth Hokage. At the ensuing peace talks, he fails to prevent Orochimaru’s defection and agrees to pay Kumogakure ten billion ryō in protection fees. He assigns Jiraiya to continue research into Impure World Reincarnation 115 116 117.
Return to Power
Although retired, Hiruzen retains control through his extensive network of supporters. Minato’s attempts to govern independently fail because the major clans recognize that Hiruzen’s approval remains necessary 123.
During the Nine-Tails attack, Hiruzen volunteers to confront the beast while Minato goes to protect his family, recognizing both the danger to Konoha and the opportunity to strengthen his authority. After Minato’s death, he finds Naruto with the Nine-Tails sealed inside him, orders his loyal Anbu to keep that fact secret, and resumes control of Konoha 124 125.
Under Kumogakure’s renewed pressure, his government agrees to hand over the newborn Hinata Hyuga. Meanwhile, Danzō supplies living subjects for Jiraiya’s Impure World Reincarnation research. Hiruzen also supports action against the Uchiha, narrowly surviving an attack from Fugaku’s Susanoo during the conflict 125 126 127 130.
Reanimated Hokage and Exposure
Konoha successfully brings back Hashirama and Tobirama. Relying on their strength, Hiruzen forces defeated Sunagakure and Iwagakure into another alliance against Kumogakure, then delays sending the support he promised them 132 134.
He deceives the reanimated Hokage about Konoha’s decline and Ziyun’s involvement, expecting Hashirama to kill Ziyun before the truth can emerge. Instead, Ziyun overpowers Hashirama, and Minato exposes the High Command’s persecution of Konoha’s clans and mistreatment of Naruto 135 136 138.
Tobirama breaks free and strikes Hiruzen. Hiruzen orders Jiraiya to release Impure World Reincarnation to prevent further questioning, but his attempt to conceal the truth only confirms Hashirama’s suspicions. At the subsequent hearing, Danzō refuses to take sole responsibility and produces years of evidence implicating Hiruzen 138 139 140.
Imprisonment and Naruto’s Revenge
Hiruzen and the other members of the Konoha F4 receive life sentences. Ziyun publicizes their crimes across the Shinobi World, and Hiruzen is classified as an S-rank criminal 141 142.
They later receive an opportunity to win their freedom by defeating twelve-year-old Naruto. On the way to the arena, Konoha’s civilians curse them for concealing Naruto’s parentage and allowing the son of a hero to grow up ostracized 149 150.
Hiruzen chooses a group battle and summons Enma. Unable to overcome Sage Mode, he proposes waiting for it to expire. Naruto instead switches to Nine-Tails Chakra Mode, and the remaining combatants exhaust their chakra after holding out for more than ten minutes. Minato declares Naruto the winner and tells them they must return to their cells 150 151.
