Background / History
Succession and Konoha’s Expansion
Hiruzen studied under Tobirama Senju and inherited the Hokage position during the crisis surrounding his teacher’s death. Initially anxious and dependent on his friends and the Senju, he ended the war and consolidated his authority through Konoha’s recovery 4 157.
By his sixth year in office, Konoha had grown from approximately 20,000–30,000 inhabitants to nearly 100,000. Hiruzen continued Tobirama’s Ninja Academy policy, increased its funding, and opened admission to all Konoha civilians. The opportunity attracted civilians and merchants from across the Land of Fire; more than 3,000 ninja were trained during those six years 5 37.
Root and the Senju Dispute
Hiruzen initially insisted that the Senju alone should decide whether to dissolve their clan. After Danzō used Uka Senju’s detention to try to draw out Senju Toka, Hiruzen forbade further interference—but approved Root’s formation and ordered his companions to conceal Danzō’s intentions 4 5 6.
His restraint did not mean ignorance. Hiruzen secretly monitored Danzō and already knew most of his operations against the Senju before Danzō confessed. He had tolerated covert efforts to divide and weaken the clan, but Danzō’s repeated targeting of Uka turned that policy into open confrontation 28 41.
Hiruzen rejected sacrificing Danzō and the Shimura Clan as an adequate settlement, believing it would not restore Senju trust. Instead, he committed the four allied clans to facing the consequences together 28.
Submission and Rearmament
Recognizing the Senju’s military superiority, Hiruzen persuaded Danzō to accept their terms. He endured being kept outside the compound for half an hour and maintained his composure when the Senju served dishes made from Danzō’s dead siblings. He even urged Danzō to finish the meal to prevent the confrontation from escalating into war 42 47.
After Danzō lost his right eye, Hiruzen argued that signing the agreement had been necessary to leave alive. He then reorganized his faction’s preparations 52.
| Official | Assigned Responsibilities |
|---|---|
| Utatane Koharu | Village troop placements, future school graduates, and funds 52 |
| Mitokado Homura | The four clans’ funds, hidden bases, and personnel training, using Root and Anbu as cover 52 |
| Shimura Danzō | Continued command of Root, deployment toward the Grass Ninja, and training without his one-survivor-in-ten method 52 |
Hiruzen considered Uka’s attainment of jōnin the latest acceptable point for eliminating him. He also ordered an end to actions against the Uchiha and considered taking another disciple to bring them into an anti-Senju balance of power 53.
Recruitment and the Land of Grass
Hiruzen proposed raising six batches of recruits and selling clan assets to finance them. His allies supplemented the plan through raids in the Land of Grass 121.
The operation secured over 70,000 children with ninja aptitude. Hiruzen ordered another 15,000 added to the recruitment plan and directed that those remaining after selection be sent to Danzō. He refused to annex the country, but authorized Root to develop it, establish bases, and use its remaining assets for funding and rewards 155.
Securing His Students’ Loyalty
Hiruzen explained his protection of Danzō to Jiraiya and Orochimaru as loyalty to Hashirama’s founding ideals and Tobirama’s final wishes. He presented clan dissolution as a path toward a united Konoha that could eventually absorb the other villages and establish peace 102 103.
Privately, he intended both students to support his son, Sarutobi Shinnosuke, as a future Fourth Hokage. He saw Orochimaru as a capable assistant and Jiraiya as a powerful enforcer whose emotional loyalty would make him dependable 102.
After Tsunade left their team, Hiruzen kept the two in the village for over a year to soften the effect of their separation. He later used Konoha’s prosperity and the threat of civil war to guide their sympathies toward his faction before assigning them new duties 156 157.
Foreign Cooperation and the Prophecy
Hiruzen accepted a previously delayed agreement with Kumogakure after the Senju attacked Danzō and Uka began undertaking missions independently 242. During the Merchant Ninja conflict, he initially ordered Jiraiya to act without reinforcements, then revised his message to prioritize his disciple’s safe return 246.
At Mount Myōboku, Gamamaru warned him that Uka’s Wood Release could surpass Hashirama’s, inherit Ōtsutsuki power, and revive the God Tree. Hiruzen questioned whether the supposed legacy could instead be seized and divided among his allies before concluding that Uka had to be killed 259 260.
Gamamaru’s explanation was deliberately incomplete and partly fabricated; the Great Toad Sage regarded Hiruzen as a means of slowing Wood Release’s growth. Hiruzen nevertheless secured access to individual Toad Clan contracts and promised assistance from the other Sacred Lands, then arranged to spread the prophecy 260.
Impure World Reincarnation Preparations
Hiruzen expanded support for Orochimaru’s forbidden-technique research, permitting the use of captives while forbidding experiments on civilians or Konoha people 260.
When Orochimaru made Impure World Reincarnation usable, Hiruzen examined its strategic limits: control over the resurrected, the number summonable, combat duration, and whether they could reliably be dismissed. He transferred the research to Homura’s secure base, supplied the Mutually Multiplying Explosive Tags scroll, and authorized the collection of belongings from famous dead shinobi, including from cemeteries 287 288.
Fall of His Position in Konoha
During the Senju assault, Hiruzen protected his home by sinking it underground and reinforcing the surrounding earth. He used Enma to redirect a Tailed Beast Bomb after learning that the summon could not stop it outright 312.
He entrusted Biwako with the Hokage’s official seal, ordered her to coordinate outside support, and directed surviving forces toward a northwest breakout and Nagatama Castle. Entering battle himself, he summoned the reincarnated Hashirama and Tobirama against their own clan 313.
Senju Toka inflicted a severe abdominal wound on him. After treatment, Hiruzen planned to evacuate selected clan talents and civilian elites while the remaining defenders bought time 326.
Uka’s mature Wood Release convinced him that the struggle inside Konoha was lost. Hiruzen fought Uka directly but suffered a bone-cracking blow to the waist and was caught by chakra-draining roots. At Enma’s urging, he escaped through Reverse Summoning, abandoning the loyal forces and four-clan families still inside the village 331 332.
Alliance and Capture
After reaching Nagatama Castle, Hiruzen organized a summit and swore on his office and clan leadership that his reports of Senju strength were accurate. The Third Raikage and Third Mizukage agreed to establish an allied punitive force, with Hiruzen promising supplies from Nagatama 333 337.
He entered the next battle wielding Enma while his jōnin deployed Impure World Reincarnation troops. Uka overwhelmed the Kage with his evolved ocular abilities: Enma’s staff strike failed against Invincibility, and Chakra Absorption forced the summon back into ape form 339 340.
Uka then pulled Hiruzen toward him and drove a black rod through his abdomen, immobilizing him. Surrounded by openly hostile Senju and remembering that Danzō remained alive in their custody, Hiruzen began to fear the treatment awaiting him 340.
Appearance
- Build and age: Described as a middle-aged man during his early appearances 5.
- Official clothing: White Hokage robes and a red hat; another appearance specifies red robes beneath a white overcoat and a hat with white cloth flaps 42 155.
- Battle clothing: Combat uniform, breastplate, and helmet 312 313.
- Habitual accessory: Frequently smokes a pipe while thinking or speaking with his students 102 278 287.
Personality
Hiruzen combines a friendly public manner with considerable political patience. He smiles through insults, conceals anger, and accepts humiliation when resistance would endanger his faction. Even Uka admires his mixture of flexibility and firmness during the Senju’s punishment of Danzō 42 47.
His pride in Konoha’s genuine prosperity coexists with a desire to place it under his own authority. He resents the Senju for refusing to dissolve and views their independence as an obstruction to the peaceful village he imagines ruling 155.
Hiruzen is particularly skilled at exploiting personal bonds. He uses concern, family conversation, and selective truths to reinforce his students’ loyalty. His account of Konoha’s founding ideals is deliberately constructed from mostly true information so that its deception will be difficult to expose 102 103 288.
He values his wife and son enough to refuse an immediate escape that would leave them behind. Under broader military pressure, however, he accepts sacrificing many ordinary clansmen to preserve selected survivors and his faction’s future 312 326 332.
Abilities & Skills
Five Nature Transformations
Hiruzen possesses and has deeply mastered all five basic chakra natures. He coordinates different elements to alter terrain, interrupt attacks, and pressure several opponents at once 245 312 315.
| Nature | Demonstrated Techniques and Applications |
|---|---|
| Earth Release | Moving Earth Core, Earth-Style Wall, Swamp of the Underworld, and Earth Flow River; used to shelter his home, reinforce defenses, and disrupt Wood Release attacks 312 331 |
| Fire Release | Fire Dragon Bullet and fire-dragon attacks combined with earth techniques 315 331 |
| Water Release | Water Dragon Bullet 315 |
| Lightning Release | Lightning Dragon Bullet 315 |
| Wind Release | Vacuum Serial Waves, used to cut through surrounding trees 330 |
- Combination attacks: Uses clones to coordinate several high-ranking elemental techniques 315.
- Research limitation: Admits that, despite mastering many techniques, he has little talent for creating new ones 287.
Enma and the Adamantine Staff
Hiruzen summons Enma, an ape whose contracts extend back through Hiruzen’s father and grandfather. Enma transforms into the black-and-gold Adamantine Staff 312 330.
- Changes length and thickness for sweeping attacks, long-range strikes, and battlefield movement 312 313.
- Coordinates with Hiruzen through brief commands and long familiarity 331.
- Cannot overpower the Tailed Beast Bomb encountered during the Senju assault 312.
- Is vulnerable to Uka’s chakra absorption, which exhausts Enma and breaks the staff transformation 330 340.
Impure World Reincarnation
Hiruzen deploys resurrected shinobi produced through Orochimaru’s development of Tobirama’s forbidden technique 287 313.
- Summons Hashirama and Tobirama from prepared coffins 313.
- Incorporates the technique into his faction’s wider military preparations 288 339.
- The research’s demonstrated output depends on the quality of its sacrificial materials; captured genin initially allowed the resurrected Hokage to display only jōnin-level strength 287.
- Uka’s Flower Tree World restrains more than a thousand reincarnated troops during the battle in Konoha 331.
Sensory and Survival Techniques
Hiruzen combines sensory ninjutsu, rapid hand seals, and battlefield-honed danger perception 312 331 332.
- Activates a Sensory Technique in less than a second during the attack on his home 312.
- Uses shadow clones, Body Flicker, and Substitution to maneuver and evade 48 315 331.
- Escapes Konoha with Reverse Summoning after Enma warns that further delay will be fatal 332.
- His instinctive awareness of lethal danger is strong enough that Uka chooses a less lethal surprise punch to avoid triggering it 331.
Close Combat
Hiruzen fights at close range with Enma’s staff and can defend himself against multiple skilled opponents 314 331.
- Appears relatively comfortable against the Inuzuka Clan head and a Senju elite jōnin before Toka joins them 314.
- Exchanges repeated staff strikes with Uka’s Wood Release-armored fists 331.
- His ordinary physique makes sustained close combat against an equally strong Senju especially exhausting 331.
