Hoshino built the Reform Society and strengthened Sunagakure as he pursued threats ranging from clan conspiracies to the Uchiha massacre and a black-market trade in prosthetics. The volume ended with Sunagakure forces surrounding Falling Rain Town during a battle at the auction.
Hoshino helped unite the shinobi nations against threats at home and from beyond their world, then connected the Shinobi World to Blue Star. He led the Alliance’s invasion of the Heavenly Martial Empire, which had lost half its territory as Madara confronted its emperor and the Sword Saint.
