Hoshino rose through Sunagakure’s Anbu while developing Spirit Puppets and forging a bond with Gaara and Shukaku. After challenging influential puppet-making clans, he formed a new team to investigate an attack on Kankuro’s factory, leading them into the desert in search of a hidden base.
Hoshino destroyed the Black Scorpion, Night Sand, and Red Sand clans, then used their seized resources to build the Sunagakure Reform Society. With Rasa agreeing to join its leadership, Hoshino began transforming a preserved Ice Release shinobi into a puppet.
Hoshino's puppets helped orchestrate the Uchiha Clan's escape during the massacre, while Sunagakure's raid plunged Konoha into chaos. The surviving Uchiha children sailed away, but Sasuke was abducted and the Swift Release puppet bound itself to a boy aboard the ship.
Hoshino and Rasa strengthened Sunagakure against outside pressure while Hoshino developed new technology and Gaara uncovered a black-market trade in prosthetics. Hoshino’s pursuit of the trade led to a battle at Falling Rain Town, where Sunagakure forces surrounded the surviving bidders and their allies.
Hoshino’s reforms drove Sunagakure into civil war, where he defeated the Council of Elders’ Senjutsu-powered creation at the cost of devastating part of the village. As the Four Kage Summit approached, the great villages weighed their next moves and Raikage A prepared a Chakra Cannon demonstration.
Hoshino helped establish the Shinobi World Joint Council as the great nations negotiated strategic weapons and the use of reanimated dead, then the Alliance invaded Kusagakure and destroyed Hozuki Castle. In the Land of Demons, Hoshino studied Moryo and Shion’s Priestess Power, ending with a plan to seek knowledge tied to the Uzumaki Clan.
Hoshino uncovered the truth behind Kaguya and the coming invasion, then united the Shinobi World to prepare for it. After Shion defeated Moryo and the Alliance began rebuilding, Hoshino left for a new world while Shion promised to wait for his return.
Hoshino returned to the Shinobi World after securing a connection to Blue Star, then led the Shinobi Alliance’s campaign against the Heavenly Martial Empire. By the end, the empire had lost half its territory, and its emperor’s attempt to turn civilians against the Alliance ended with Madara fighting him and the Sword Saint.
