| Occupation/Role | Main city of the Griffin Barony; regional commercial, tourism, manufacturing, and adventurer hub |
| Status | Rapidly developing; governed by Claire, with Regan managing much of its administration 232 |
Background / History
Nafu City became the Griffin Barony’s main city during the era when the territory possessed a Magic Ore mine. When the ore was depleted, much of its outside population departed, leaving extensive abandoned housing in the North District; only the central area around the Viscount’s estate and the southern residential district retained significant populations. 57
After taking control, Claire began rebuilding the city through a work-relief program, public construction, Night School, hospitals, schools, and paid employment. Regan was appointed Steward to oversee the Barony’s administration. 38
Claire subsequently pursued a deliberate economic-development program: an iodized-salt industry, a free-trade marketplace, trade incentives, business loans, industrial construction, tourism, and later an Adventurer’s Guild. By the time Bishop Randolph was assigned to the city, the Church of Light regarded Nafu City as richer than some medium-sized cities and a likely southern economic center within ten years. 52 65 125 206
The city’s growth provoked neighboring lords, who viewed its attraction of labor, merchants, and resources as a threat to their own territories. Several of them financed a Black Robe Mage’s Beast Tide attack against Nafu City. 312

Economy
Iodized Salt
Iodized salt became Nafu City’s first major industrial pillar. Claire conceived the industry as a means to draw outside gold into the city while creating local employment; within the city, the salt is inexpensive and supports local merchants who transport it to neighboring territories. 52 129
- Iodized salt is recognized as a specialty of Nafu City. 129 164
- The city sells both low-cost salt for daily use and higher-end products without directly competing with its own local resellers. 129
- The industry helped make Nafu City known across the kingdom before its tourism campaign. 161
Trade and Private Enterprise
Claire established a marketplace for free trade and developed the East District as a commercial area. Her policies included wholesale shops, cheap imported goods, three months of rent-free storefronts, and zero-interest loans for residents seeking to establish businesses. 65 68 125
- Residency recruitment includes housing and travel expenses for qualified workers bringing in their families. 129
- Claire prioritizes local hiring for West District shops so profits and employment remain within the city. 153
- External merchants are allowed to operate in the city, which Claire considers necessary competition for local businesses. 226
Tourism and Culture
Claire promoted Nafu City as a mermaid-themed tourist destination, using Wendy’s Mermaid story, the city’s statues, Princess Irene’s visit, themed events, and new shops to attract wealthy travelers. 142 161
- Mermaid sculptures, dried shredded squid, iodized salt, Mermaid Park, and performances are major visitor attractions. 220 226 296
- Bards settled in the city after Wendy’s rise; Claire enacted laws protecting their legal status and income, while the Grand Theater offers talented performers a route to advancement. 226
- During the height of the performance rivalry involving Wendy and other masters, tourism surged and monthly tax revenue reached four to five million gold coins. 222
- Nakin Town’s souvenir industry operates a dedicated Nakin Statues shop in the East District and supplies vendors across the city under the slogan “Nakin Made, Always Exquisite.” 231
Adventurer Industry
Nafu City is about one hundred miles from a branch of the Monster Mountain Range, giving it access to Magic Beasts and magical materials. This proximity, alongside its tourist traffic, was central to Claire’s successful push for an Adventurer’s Guild. 245 246
- The Guild’s opening attracted adventurers from afar and increased demand for weapons, armor, repairs, magic materials, and market stalls. 296 299
- Adventurers regularly bring Magic Beast corpses to the northern-district Guild to complete quests, then sell excess materials in local markets. 299
- The city commissions and sells updated Magic Beast distribution maps, providing adventurers with safer routes while creating recurring revenue. 300
- Mounts are housed outside the gates to reduce the danger of Magic Beasts injuring residents inside the city. 297
Public Services and Infrastructure
- Education — Notices announced Night School and new schools during the reconstruction program. Free public schooling is available to residents, and the city later expanded toward a large Magic Academy. 38 129 388
- Healthcare — Nafu City provides free hospital services, an amenity noted by newly arrived residents. 129
- Street lighting — Claire and Isaac installed magic streetlights powered by Monster Cores. 130
- Clean streets — New resident Bev remarks on the city’s notably clean, dirt-free ground. 129
- Residency support — Qualified newcomers can obtain residency through the Steward’s Office, receive house keys, and obtain travel funds to relocate their families. 129
- Visitor assistance — By Princess Irene’s later visit, the city operated a free volunteer guide service for visitors. 495
- City walls — Following the Beast Tide, Claire judged the walls ineffective against high-level threats and restrictive to expansion, ordering them torn down for the Magic Academy’s enlargement. 388
Governance
- Claire — Lord of Nafu City and architect of its economic, cultural, and expansion policies. Residents widely recognize and greet her, while merchants often provide goods voluntarily during her inspections. 207
- Regan — Steward responsible for executing policy, managing city affairs, reviewing business-loan applications, gathering market intelligence, and organizing emergency defenses. 125 227 308
- Steward’s Office — Administrative center for residency contracts, housing allocation, loan applications, and city management. Its entrance bears the slogan: “Once you’re here, you’re a Nafu person!” 129
Major Incidents
Church of Light Campaign
Bishop Randolph was sent to secure Nafu City’s faith for the Church of Light before its continued growth made it harder for the Church to establish influence. His mission became a prolonged political struggle with Claire. 206
- Claire relocated the church project and built Mermaid Park, exploiting Randolph’s lack of local support and complicating the priests’ accommodation. 210 211 212
- Randolph temporarily gained listeners by distributing necessities and using Church funds, but his efforts faced resistance from exhausted workers and Claire’s influence among residents. 213
- After Randolph’s departure, Claire allowed the church’s construction to proceed under conditions that would keep Pastor Oma under her control. 226
Beast Tide
A Black Robe Mage directed several thousand Magic Beasts toward Nafu City on behalf of neighboring city lords. 308 312
- Regan sealed the gates, notified the Knights, and rallied adventurers to assist the City Guards while Claire was absent. 308
- Claire captured the mage, publicly exposed the conspiracy, and organized a three-day carnival after the city’s defense. 312 314
- The city paid compensation to City Guards and adventurers killed in the defense, despite having no formal obligation to compensate the adventurers. 312
- The attack reinforced plans to complete an agricultural town and relocate vulnerable villagers into safer settlements with employment opportunities. 312
Reputation
Nafu City is known across the kingdom for iodized salt, mermaid stories and sculptures, bard performances, tourism, commercial opportunity, and its Adventurer’s Guild. 161 226 296
Its residents show unusually strong identification with the city and its lord. When outsiders spread posters blaming Claire for Magic Beast attacks, residents tore them down, apprehended rumor spreaders, and publicly defended the improvements to their livelihoods. 300
During the conflict with neighboring lords, even visiting adventurers observed that Nafu City had an exceptional atmosphere of civic belonging and pride in its Knights. 314
