History
Academy and Graduation Assessment
Despite coming from a declining minor clan, Mei consistently outperformed students from Kirigakure’s three major shinobi clans. Her three-year hold on the highest overall grades made her a particular target of their academic rivalry 20.
Mei became interested in Kei after noticing an unusual glance he gave her when they first enrolled. Although she lacked evidence, she became convinced that he was concealing his strength and challenged him to prove himself during the early-graduation assessment 21.
During the assessment, she organized candidates into a cooperative group that shared information and improved its members’ chances of passing. This network also located Kei, allowing her to confront him. Their duel ended when Kei dispersed part of her Boil Release mist with Wind Release and trapped her using threads attached to shuriken. Mei accepted the loss without excuses and treated it as a warning against carelessness 35 37 38 39.
Team 7 and the Kujiraai Island Mission
After graduation, Mei was assigned to Ao’s Team 7 with Kei and Kisame. Their first mission took them outside Kirigakure and escalated far beyond its initial C-rank classification 50 69.
While accompanying Kei and the security commissioner Man, Mei intercepted two attacking Kumogakure genin. She killed one with Boil Release, incapacitated the other for questioning, and subdued Man after he tried to attack her from behind. The interrogation exposed former prince Matou’s alliance with Cloud Ninja to restore the Land of Whales 60 61.
Mei and Kei then reinforced Ao, whose group had been attacked separately. Mei engaged a stronger Kumogakure chunin and eventually killed him, while Kei defeated Hato at the cost of severe injuries. She helped reach Kei after the battle and carried him toward the eastern coast for treatment 62 63 65 68 69.
The mission strengthened Team 7’s bonds, particularly her friendship with Kei. During his recovery, Mei insisted that he rest rather than worry about Ao’s injuries 69 71.
Chunin Exams
In the Forest of Death, Mei worked on deciphering Team 7’s code and recognized that the passing limit could encourage examinees to hunt one another. She accepted Kei’s acting leadership while Ao was absent 98.
After detecting a battle between Konoha and Sunagakure teams, she alerted her teammates and joined their ambush. Mei subdued Genma Shiranui, Namiashi Raidō, and Aoba Yamashiro, whose injuries and depleted reserves left them poorly placed to withstand her Lava Release. She took their forehead protectors while deliberately avoiding lethal attacks 101 102.
The discovery of three murdered Mist genin angered her deeply. Although she struggled emotionally with withdrawing, she accepted Kei’s argument that they needed to report to Ao rather than investigate alone. Root operatives wearing Cloud forehead protectors intercepted them; Mei killed two without suffering injuries and subsequently helped overwhelm a Root jonin 103 104 105 107 108.
Following Hiruzen Sarutobi’s intervention, Team 7 was allowed to proceed to the final round. Mei remained dissatisfied with the deaths being dismissed as a misunderstanding, but ultimately agreed to leave the political response to Kirigakure’s leadership 112 113.
| Tournament opponent | Documented performance |
|---|---|
| Aoba Yamashiro | Won using Lava Release and Water Release, then knocked him down and placed a kunai at his throat. She did not need Boil Release 127. |
| Genma Shiranui | Blocked his thrown weapons with Water Formation Wall and pressed him with Water Dragon Bullet. She subsequently reached the semifinal against Kisame 136 142. |
| Kisame Hoshigaki | Opened with a simultaneous Water Dragon Bullet clash, then used Melting Apparition to obstruct his advance before entering close combat 142. |
Mei was the only girl to reach the main tournament stage. She visibly enjoyed the spectators’ applause after defeating Aoba, smiling and waving to the crowd 127 128.
Ambush and Return to Kirigakure
On the journey away from Konoha, Mei initially believed Hiruzen had resolved the danger. A further Root ambush forced the Mist delegation to scatter under Ao’s retreat order 146 150.
After reuniting with Kei and Kisame, she interpreted the attacks as evidence of an internal dispute within Konoha. The three disguised themselves and escaped through the Land of Tea by passenger and cargo ships before returning to the Land of Water 160 161.
Back in Kirigakure, Ao told them that only two other members of the delegation had returned. Mei was bewildered that Konoha had supplied information corroborating the losses after its operatives had hunted them. Ao suspended Team 7’s missions while the village investigated 162 163.
Following their promotion to chunin, Mei suggested celebrating. Kei instead proposed taking another mission, and Kisame followed him toward the mission center, leaving Mei to reluctantly go after them 175.
Appearance
- Eyes: Green, also described as emerald 10 21.
- Hair: Reddish-brown curls that cross over one another 10.
- Build: Petite and delicate during her Academy years 10.
- Bearing: Uses a precise, elegant fighting stance and retains a composed expression under attack 37.
Personality
Mei is ambitious, disciplined, and conscious of her future. She prioritizes study and training over passing distractions, while her cooperative network during the graduation assessment demonstrates an early interest in leadership and building connections 14 39.
Her confidence is accompanied by pride, but she does not confuse pride with denying defeat. After losing to Kei, she rejected his attempts to soften the result, emphasizing that a battlefield loss would have meant death. The encounter reinforced her determination not to let a lapse in vigilance end her career 38.
Around her teammates, Mei is mischievous and calculating, particularly in her habit of teasing Kei. She enjoys provoking his otherwise reserved reactions and takes an amused interest in Kisame’s rivalry with him 71 72 78 81.
Mei cares strongly about comrades she has accepted. She was distressed by Kei’s near-fatal injuries and angered by the murder of fellow Mist genin she barely knew. Although capable of rational decisions, she sometimes needs to work through an emotional response before accepting them 69 103 104 105.
Her political awareness is developing rather than complete. She understands how friction between the great villages can lead to war, but lacks the inside knowledge needed to interpret Konoha’s contradictory actions toward Team 7 72 160 163.
Abilities & Skills
Boil Release
Mei combines fire- and water-nature chakra to produce intensely hot, corrosive mist 37.
- Skilled Mist Technique: Melts Kei’s incoming ice spikes before they can reach her 37.
- Lethality: Completely corrodes a Kumogakure genin, leaving no remains 61.
- Team combat: Contributes acid mist to Team 7’s sustained assault against a Root jonin 108.
- Limit: Kei disperses part of the mist with Great Breakthrough, creating an opening for his thread trap 37 38.
Lava Release
Mei’s Lava Release produces highly acidic, corrosive liquid capable of inflicting severe burns 102 142.
- Melting Apparition Technique: Launches corrosive globs across an opponent’s route; missed shots burn deep pits into the arena floor 142.
- Area control: Restricts movement and forces opponents to defend or evade, supporting Team 7’s coordinated attacks 101 142.
- Controlled output: Holds back against the three Konoha genin to avoid killing them 102.
- Matchup advantage: Both Lava Release and Boil Release counter Kei’s Ice Release to varying degrees 38.
Water Release
Before graduating, Mei already possesses Water Release power, range, and hand-seal speed beyond ordinary genin standards 36 37.
| Technique | Demonstrated use |
|---|---|
| Water Fang Wave Jutsu | Sends surging waves toward Kei during their graduation-assessment duel 36. |
| Vortex Technique | Raises two spiraling waves that converge above Kei 37. |
| Water Ripple Jutsu | Supports Kei’s attack and helps create an opportunity for Ao to escape encirclement 62. |
| Water Formation Wall Technique | Swallows Genma’s incoming shuriken and kunai 136. |
| Water Dragon Bullet Technique | Pressures Genma and clashes head-on with Kisame’s matching technique 136 142. |
Close Combat and Tactical Judgment
- Taijutsu: Incapacitates a Cloud genin with a heavy punch followed by an elbow strike to the abdomen 61.
- Agility: Evades Kei’s water bullets with aerial flips and twists while continuing her advance 37.
- Coordination: Communicates her intention to engage the stronger Cloud opponent through a glance that Kei understands 63.
- Observation: Detects a nearby battle first and alerts her teammates with a special call 101.
- Preliminary investigation: Estimates that the murdered Mist genin have been dead for at least an hour and identifies signs suggesting Lightning Release 103.
- Early limitation: Her limited combat experience leaves her vulnerable to layered feints during the graduation assessment 38.
Equipment
- Kunai — Used to secure Aoba Yamashiro’s surrender after knocking him down in the tournament 127.
Relationships
- Minazuki Kei — Academy classmate, initial rival, and Team 7 comrade. Her suspicion that he concealed his strength led to their graduation-assessment duel; surviving their first mission together brought them closer. She frequently teases him and accepts his acting leadership 21 38 71 78 98.
- Kisame Hoshigaki — Teammate and tournament opponent. Mei follows his rivalry with Kei with amusement and watches their training-ground spar 50 78 79 142.
- Ao — Jonin instructor and Team 7 captain. He directs her early missions and remains captain after her chunin promotion, though he generally stops accompanying the team 50 58 175.
- Genji — Apparent political connection. Hozuki Shingetsu knows that Mei seems to have ties to him; Kei suspects Genji’s involvement in Team 7’s formation, but this remains his inference 74 86.
Notable Quotes
“No. A win is a win, and a loss is a loss. We're ninja. Whatever we say after losing is just an excuse. Besides, if this had been on the battlefield, I'd already be dead, wouldn't I?” 38
“For now, the situation is still manageable, but that also depends on what the Cloud Ninja do. War could break out at any moment.” 72
Trivia
- Kei recognizes Mei as the Fifth Mizukage from his knowledge of the original story. This is a future identity he knows, not a position she has reached in the documented events of the novel 10 11.
- Her childhood personality helps convince Kei that his knowledge of the original story should be used as a reference rather than treated as a fixed prediction 81.
