Shen Hui did not create Him at all, nor can it be said that He created Him; rather, like Cthulhu, He established a concept.

But He appeared, or rather, He imbued Shen Hui's Death World with His aura.

The only connection to His appearance is the creation of the Mountains of Madness.

Perhaps it's related to the Elder Things, or perhaps they had some belief in Outer Gods.
