United Kingdom Youth Representative of the Wizengamot
Shocking! Renowned Magizoologist Newt Scamander arrested in Paris!
Calls for a blacklist of wizards: A complete ban on Scamander!
He's here! He's here! He's coming with his black suitcase!
Early morning, people come and go outside Place de Fürstenberg.
Many wizards walked around reading Le Parisien, their headlines, reminiscent of the sensationalist Ministry of War, certainly attracting attention.
Two clearly young wizards stood out in the crowd, looking out of place among the office workers.
As the headquarters of the French Ministry of Magic, its entrance is located in Place de Fürstenberg in the 6th arrondissement of Paris.
William pulled Hermione along and stopped near a tree by the fountain. Suddenly, the tree roots burst forth from the ground, forming a birdcage elevator around them.
Hermione was a little nervous; it was her first time at the Ministry of Magic, and the French Ministry of Magic at that.
The girl's palms were a little sweaty, and William gently tapped the back of her hand with his fingers, signaling her to relax.
The elevator slowly descended to the ground floor, and the two followed the crowd into the Ministry of Magic's main hall.
This is a hall with a distinctive artistic style, featuring an arched ceiling painted with numerous constellation patterns.
Because it was morning, there was a steady stream of office workers, and wizards were constantly arriving at the Ministry of Magic through the fireplace.
William and Hermione stepped forward.
The receptionist was a very young witch with thick, wine-colored hair that fell naturally over her shoulders; she looked like she had just graduated from school not long ago.
Otherwise, I wouldn't have come to the front desk.
Seeing William approach, her eyes lit up, and she asked gently in French, "I'm Costa, the receptionist. Welcome to the Ministry of Magic. What can I do for you?"
"I want to visit him in prison," William said fluently in French. "To visit Mr. Scamander. Newt Scamander."
Costa raised an eyebrow; she had also read the newspaper and knew that Scamander had been captured.
--That old bastard who has repeatedly brought the threat of annihilation to major cities!
Her tone remained gentle. "I'm sorry, he's a wanted criminal by the Ministry of Magic... If you need, your parents can come..."
She suddenly frowned and asked in surprise, "Excuse me, you're not France, are you?"
"No." William paused, then asked in surprise, "You can tell from my accent that I'm not France?"
Wait a minute, Phoebe clearly said his accent was very authentic, a standard Paris accent!
"No." Costa covered his mouth and chuckled. "I just graduated from Beauxbatons. If you were a student at Beauxbatons, I have no reason not to remember you."
Your appearance is the kind that makes you unforgettable after just one meeting.
William was speechless; it turned out that his outstanding appearance had given him away.
It seems that being handsome isn't all that great; there are occasional minor, not-too-unpleasant troubles along the way.
How melancholy...
"I am indeed not a student at Beauxbatons, nor do I attend Hogwarts," William explained.
"Hogwarts?" Costa was taken aback. "Your French is really good! I rarely see United Kingdom speak such fluent French... How old are you?"
The young lady had been working at the front desk for a long time and got bored, so she started talking incessantly, even more so Bertha.
William hesitated for two seconds before interrupting, repeating, "Miss Costa, I need to visit Mr. Scamander. Newt Scamander in prison."
"But... no," Costa insisted. "Scamander is a prisoner now; no one can visit him. You two are both underage, so you absolutely cannot..."
"In fact, he can!" Hermione retorted in broken French.
William was learning French, and Hermione followed suit, learning some of it as well. They could still say some of the simplest everyday phrases.
In fact, many well-educated United Kingdom children can say a few words about it.
After all, French has had a great influence on the United Kingdom, and the Duke of Normandy conquered United Kingdom in the past.
Even now, French remains an important language of the United Kingdom Royal Family and a symbol of high society. Not only are state banquet menus written in French, but even the coat of arms features French.
"William is the United Kingdom Youth Representative of the Wizengamot," Hermione said earnestly.
Hermione spoke incredibly fluent French; she had clearly practiced in private.
"He has the right to visit Scamander!"
Scota was taken aback; as a junior employee of the Ministry of Magic, she knew Wizengamot.
How old is this boy? He's already Youth Representative of the Wizengamot United Kingdom Wisconsin-Madison?
Each country has Youth Representative of the Wizengamot. Generally, they must be over sixteen years old and require the consent of one-third of the wizards in Wizengamot to finally pass the review.
Those highly respected wizards were very discerning, and the position of youth representative was mostly vacant.
Dumbledore was his youth representative at the time. William, as a recipient of the Order of Merlin, was a little underage, but he was still able to pass the review.
During the summer vacation after his first year, Fudge made small talk about helping him apply, but nothing came of it until now, when he finally got approved with Dumbledore's help.
"I am indeed the United Kingdom Youth Representative of the Wizengamot." Seeing that the other person didn't believe him, William gestured towards Hermione.
Hermione immediately pulled a badge with the letter W on it, along with other items that identified him, from her pocket.
According to Article 73 of the International Statute of Secrecy, each country's wizarding administration is responsible for concealing the magical world within its jurisdiction...
William had only glanced at the information briefly, which is why he hesitated slightly.
Hermione, with her exceptional memory, leaned close behind him and whispered a reminder.
William immediately replied, "Hmm... Violators will be subject to legal penalties by the governing body."
"Whatever Scamander did in Paris, legally we have the right to extradite him back to his country."
"Then let the impartial United Kingdom Wizengamot give him a rigorous trial," Hermione agreed. "And send him to Azkaban!"
This French passage is one I've memorized before.
The two of them were talking in unison, leaving the young woman dumbfounded. She was just a counter clerk; did they have to be so serious?
"You two are right, kids." A stern voice rang out behind them.
A wizard in a purple robe walked in from the doorway. He was probably in his sixties and had a small goatee.
"Mr. Cregan," Scott said quickly and respectfully.
"Hmm." Cregan nodded in acknowledgment, then stared at William and extended his hand.
"Mr. Stark... the youngest recipient of the Order of Merlin, I've heard of you."
I am the Head of the Department of Magical Law Enforcement... and it was I who issued the order to arrest Scamander.
William shook hands with the other person.
When did you become United Kingdom Youth Representative of the Wizengamot?
"Yesterday, I think," William said softly. "It was just a small matter; I was just notified myself."
"Dumbledore's quick... we've only had Scamander captured a day ago," Cregan scoffed.
"But you are just a youth representative, unlike the members of Wizengamot."
According to the Wizengamot Charter of Rights, you have the right to hear trials... but only the right to hear trials; you do not have the right to vote, let alone the power to extradite prisoners back to their country of origin.
The title of "Youth Representative" is different from that of "Wizengamot" members; its symbolic significance far outweighs its practical meaning. It is a prestigious honorary title.
In other words, whatever trials are held in the United Kingdom, he has the right to attend, learn from, and even express his opinions, but that's about it.
Wizengamot will not allow a youth representative to participate in the vote.
"But I have Dumbledore's authorization; he is the Chief Warlock of the Wizengamot, United Kingdom, and the President of the International Confederation of Wizards," William said.
Hermione pulled a piece of paper from her pocket, covered in gold cursive writing.
The International Confederation of Wizards is an intergovernmental organization in the wizarding world, roughly equivalent to the United Nations in the Muggle world, and is headed by the Supreme Mugwump.
However, unlike the United Nations Secretary-General in the Muggle world, the International Confederation of Wizards is a powerful organization that can, to some extent, interfere in the sovereignty of various countries.
William originally had no authority, but with Dumbledore's authorization and his own representative status, he was no longer just a symbol.
"It's Dumbledore's handwriting," Cregan examined it.
"However, the International Magical Law Office has not yet notified us that even though Dumbledore is the president of the International Confederation of Wizards, this letter cannot bypass his authority to order me to release him."
Strictly speaking, I am not under the jurisdiction of an United Kingdom!
"I understand," William said with a smile. "So, let's go back to our initial application."
I need to visit him in prison and hear Scamander's testimony!
"By order of the Supreme Mugwump, representing the United Kingdom Wizengamot, I am exercising my rights in France... I think you won't object, will you?"
Cregan took a step back, squinted, and scrutinized the young man before him.
