Background
Tsunade had withdrawn from ninja affairs after developing hemophobia, leaving Konoha and falling into gambling and self-degradation. Shizune later notes that Tsunade's exposure to Uchiha Chisen's revelations about the ninja world's evils and his practice of Absolute Justice began pulling her out of that state. 120
She is the granddaughter of Konoha's First Hokage, a direct disciple of Sarutobi Hiruzen, and one of the Legendary Sannin. Her wartime medical ninjutsu saved many lives and gave her substantial prestige among Konoha's shinobi. 138 193
Personality
Tsunade is blunt, rebellious, and increasingly intolerant of institutional compromise. She believes the Will of Fire has limitations and condemns leaders who recognize those limits but refuse to change their methods. 164
Her faith in a single prophesied savior is low; she instead argues that lasting change comes from a positive ideology accepted by many people. She identifies Chisen's Absolute Justice as such an ideology. 141
Though she remains prone to drinking, gambling, exhaustion, and complaints about responsibility, she demonstrates political awareness when pursuing the Hokage position and openly admits that much of her strategy was advised by Chisen. 176 198
Abilities & Skills
Monstrous Strength
Tsunade possesses exceptional physical power, sufficient to shatter the ground beneath her while holding back. A single serious punch kills Izushima Fūya. 137
- Her killing intent during the attack frightens nearby Military Police Force ninja. 137
- Her physical strength is not the limit of her capability; the punch that killed Fūya is described as insufficient even to count as a warm-up for her. 137
Medical Ninjutsu
Tsunade is renowned for medical ninjutsu and previously saved many lives during the ninja wars. 193
- Proposes and independently establishes a medical team intended to serve the Konoha Military Police Force. 184 185
- Recruits from the Yamanaka, Nara, Akimichi, and Ninja Academy communities, seeking personnel independent of Hokage control. 185 192
- Offers to heal Utatane Koharu's hearing while demanding Root release its prisoners. 164
Summoning
Tsunade can summon the Slug Sage within Konoha. The summoning causes widespread alarm and brings Slug Sage clones into the confrontation with Jiraiya and the Mount Myōboku sages. 203 204
Political Leadership
Tsunade leverages her Sannin status, heritage, reputation, and support from Absolute Justice-aligned clans to challenge Hiruzen for the Hokage office. 193 198
- Publicly announces her candidacy for Fifth Hokage and her intention to replace the “old Konoha Village” with a new one. 194
- Receives support from the Uchiha-led Konoha Military Police Force. 204
- Recognizes that the Yamanaka, Nara, Akimichi, Uchiha, and Hyuga clans are positioned to support Chisen's side. 198
Limitations
- Hemophobia — Blood exposure leaves Tsunade trembling, short of breath, weak-limbed, and near collapse even after she kills Fūya. 137
- Hesitation over office — She initially reacts with shock and uncertainty when Chisen proposes that she become Hokage, and Shizune worries about the burden and risks of her candidacy. 193 198
Relationships
- Uchiha Chisen — Ally, ideological influence, and political supporter. Tsunade considers him exceptionally good, supports his Absolute Justice, urges him to build a wider movement, and resolves not to disappoint him. 119 137 199
- Shizune — Disciple and close companion. Shizune accompanies Tsunade, worries about her radical choices, and assists in spreading Tsunade's Hokage announcement. 137 194
- Sarutobi Hiruzen — Former teacher and political opponent. Tsunade openly challenges his leadership, criticizes his inability to balance Konoha's factions, and runs against him for Hokage. 184 196 199
- Jiraiya — Fellow Sannin with opposing views on prophecy and reform. Tsunade rejects his focus on a savior and warns him against acting against Justice. 125 141 185
- Utatane Koharu — Adversary in the conflict between Absolute Justice and the Will of Fire. Tsunade forces Koharu's Root to release detained believers of Absolute Justice. 164
- Uchiha Fugaku — Opposed him during the Uchiha leadership crisis and suggests Chisen as a candidate to replace him as Military Police Force Captain. 168
- Uchiha Sasuke and Hyuga Neji — Rescues them from Root imprisonment. 164
- Izushima Fūya — Kills her for inciting Sarutobi Sakurako's suicide. 137
Story Role / Major Arcs
Return to Konoha and Adoption of Absolute Justice
Tsunade returns to Konoha with Jiraiya after a long absence from ninja affairs. Learning of Chisen's actions in the Land of Fire, she defends his extreme methods while Jiraiya reacts with horror. 125
After witnessing the harm done to children in the ninja world, Tsunade regards Chisen as potentially its purest good person. Her conviction deepens as she questions how widespread such suffering has become. 119
Sarutobi Sakurako Case
Tsunade joins Chisen and Shizune in investigating Sarutobi Sakurako's suicide. The investigation identifies teacher Izushima Fūya and three Sarutobi Clan juniors as responsible for the bullying that drove Sakurako to death. 136
When Chisen executes the three juniors, Tsunade kills Fūya herself. The act overwhelms her hemophobia, but she refuses Chisen's suggestion that she need not involve herself, insisting on her own resolve. 137
Conflict with Root
When Root kidnaps Sasuke and Neji and imprisons believers of Absolute Justice, Tsunade confronts Utatane Koharu. She rejects Koharu's defense of the Will of Fire, threatens action, and compels Root to release the prisoners. 164
She later supports the Uchiha faction during Fugaku's removal, escorting Koharu and Root personnel to the Military Police Force. Her involvement adds legitimacy and momentum to the anti-Fugaku movement. 174
Medical Team Initiative
Tsunade proposes a medical unit for the expanded Konoha Military Police Force. Hiruzen refuses, fearing that an Uchiha-controlled police force with its own medical capacity would become too powerful. 184
Rejecting his decision, she begins forming an independent Konoha medical team and recruits potential medical ninja from clans aligned with Chisen as well as the Ninja Academy. 185 192
Fifth Hokage Candidacy
Chisen presents Tsunade as the most suitable successor to Hiruzen. Although initially hesitant, she decides to pursue the office to advance Absolute Justice. 193
Tsunade publicly announces her intent to become Fifth Hokage and to clear out the old Konoha system. Her campaign gains broad clan support, particularly from the Uchiha-led Military Police Force. 194 198 204
In her confrontation with Hiruzen, she argues that the sins beneath Konoha have grown under his protection and that Absolute Justice is the only means of saving the village and, potentially, the wider ninja world. 199
