Background

Tsunade had withdrawn from ninja affairs after developing hemophobia, leaving Konoha and falling into gambling and self-degradation. Shizune later notes that Tsunade's exposure to Uchiha Chisen's revelations about the ninja world's evils and his practice of Absolute Justice began pulling her out of that state. 120

She is the granddaughter of Konoha's First Hokage, a direct disciple of Sarutobi Hiruzen, and one of the Legendary Sannin. Her wartime medical ninjutsu saved many lives and gave her substantial prestige among Konoha's shinobi. 138 193

Tsunade returns to Konoha with Jiraiya after a long absence from ninja affairs. Learning of Chisen's actions in the Land of Fire, she defends his extreme methods while Jiraiya reacts with horror. 125

After witnessing the harm done to children in the ninja world, Tsunade regards Chisen as potentially its purest good person. Her conviction deepens as she questions how widespread such suffering has become. 119

Sarutobi Sakurako Case

Tsunade joins Chisen and Shizune in investigating Sarutobi Sakurako's suicide. The investigation identifies teacher Izushima Fūya and three Sarutobi Clan juniors as responsible for the bullying that drove Sakurako to death. 136

When Chisen executes the three juniors, Tsunade kills Fūya herself. The act overwhelms her hemophobia, but she refuses Chisen's suggestion that she need not involve herself, insisting on her own resolve. 137
