History
Early surveillance and the Nako Stone
Konoha intensified its surveillance of Kirigakure after White Cold Light's emergence, with the Third Hokage Hiruzen Sarutobi regarding his speed, Mist Concealment Technique, and defensive ninjutsu as an alarming unknown. 26
