Background / History
Five-village order
The Ninja World was dominated by the Five Great Ninja Villages—Leaf, Stone, Sand, Mist, and Cloud—while smaller countries were vulnerable to becoming battlefields during major conflicts. The Land of Grass, for example, was left with collapsed order and widespread rogue ninja activity after three wars. 124
Before the rise of the Hidden Mist Village, the Daimyo of the Five Great Nations maintained their authority through economic control and a mutual rule that any challenge to their status would invite a joint response from the great nations. 166
Rise of the Hidden Mist Village
A series of events involving Ye Liangnai, the Two-Tails Jinchuriki, and the Cloud Hidden Village destabilized the balance among the great powers. The Cloud's demand for the Jinchuriki and its attack on the Hidden Mist Village brought the world to the brink of war. 124 125
The conflict escalated after Ye Liangnai challenged the Daimyo's authority. The other great villages received orders to attack the Hidden Mist Village, but the subsequent war between the Leaf, Mist, Sand, and Stone Villages ended with a Hidden Mist victory and a draw against Konoha. 160 200
With the old Daimyo-centered order broken, the Ninja World lacked an agreed political framework until the Five Kage and Daimyo convened to establish one. 203 204
New world system
The Five Kage Summit established the One Superpower, One Hegemon, Multiple Strong Powers World System. Konoha, Sand, and Stone ceded territory and influence to the Hidden Mist Village as the defeated sides of the war. 207
The summit also formalized an equal partnership between the five great nations and the five great ninja villages:
- Daimyo retained economic and financial authority.
- Kage controlled military and armed authority.
- Kage appointments no longer required Daimyo approval.
- Neither side could interfere with the other's sphere of governance beyond agreed limits.
- Violators could be sanctioned by the other side. 207

Kainojirou's invasion and annexations
Kainojirou attempted to conquer the Ninja World by dispatching White Zetsu and Reanimation Jutsu forces against the Five Great Ninja Villages. His campaign triggered simultaneous wars across the great villages before ultimately failing. 326 356
Following the conflict, the Land of Water annexed the Land of Waves, the Land of Rainbows, the Land of Tides, and ten other nations under Ye Liangnai's Proclamation of Rebellion Suppression. The Land of Water became the Ninja World's strongest country in both military and economic power. 351
Peace Accord and later stability
A later Five Kage Summit produced the Ninja World Peace Accord, which barred any major ninja village from unilaterally starting a war. Forces outside the five great villages were likewise forbidden from provoking war, under penalty of a joint assault by all five great nations. 358
The accord ushered in a period of peace, expanded cooperation, and closer economic ties between nations. Many inhabitants viewed the new integrated system as allowing vulnerable groups greater participation and security. 361 619
Otsutsuki crisis and the new era
Toneri Otsutsuki threatened to destroy the Ninja World by bringing down the moon, causing the Five Kage to prepare a contingency to destroy the moon themselves should Ye Liangnai fail to stop him. 628 631
After the crisis, Ye Liangnai created the planet Eternal Night Star and sealed the Otsutsuki Clan within it. Its formation reshaped the world: a vast inland sea spread across parts of the Lands of Fire, Wind, and Earth, while the Lands of Rain, Rivers, Grass, Falls, and Birds became island nations. 639
By Year 79 of Konoha and Year 15 of the Ninja World Calendar, the deaths of Hiruzen Sarutobi and Onoki marked the passing of an older generation, while new leaders and prodigies became active across the Ninja World. 646
