Background / History

Mei Terumi was Ye Liangnai’s elder sister and the person who taught him Basic Swordsmanship before the events of the novel. When his strength rapidly changed, she tested his chakra nature and taught him Mist Concealment Technique and Water Clone Technique, later adding Water Spear and Water Wall to his training. 1 2 7

Before becoming Mizukage, Mei was the former Head of the Anbu and one of Kirigakure’s strongest shinobi, ranked second only to the Mizukage. She possessed considerable influence in the Anbu, but considered herself unable to openly challenge Great Elder Yuan Long, the Elder Council, and the Fourth Mizukage’s persecution of Kekkei Genkai users. 2 6

After Qian Taikang secretly halved Ye Liangnai’s medicine while he was critically injured, Mei stormed the Elder Council compound. She defeated the Anbu sent against her, executed Qian for harming a fellow shinobi, and publicly justified the act with evidence of his embezzlement, abuse, and persecution of injured ninja. Yagura punished her only for her handling of the matter, sentencing her to one month of confinement and suspending her salary. 19 21

Mei ultimately led the rebellion against Yagura and Yuan Long. She fought Yagura’s Three-Tails power directly, endured repeated injuries, and continued leading her forces despite losses, betrayals, and being cornered by a vastly larger force. The Anbu Minister sacrificed himself with the Flowing Soul Technique to suppress Yagura’s Tailed Beast power and save her. 104 107 111

Ye Liangnai’s return turned the conflict in Mei’s favor. Following Yagura’s capture and Yuan Long’s defeat, the Bloody Mist era ended; Mei became the Fifth Mizukage and began an era of openness, external communication, and peace in the Hidden Mist Village. 119

As Mizukage, Mei managed reconstruction, personnel arrangements, infrastructure repair, treatment of the wounded, and the integration of surrendered shinobi. Mei is fiercely protective of Ye Liangnai and reacts decisively when his safety is threatened. Her confrontation with Qian Taikang demonstrates that she is willing to defy the Elder Council and accept punishment rather than tolerate harm done to her brother or other Hidden Mist shinobi. 19 21

She is ambitious but not reckless in her long-term goals. Mei seeks to end the cruelty and inequality of the Bloody Mist era, yet understands the influence held by Yuan Long, the Elder Council, and Yagura.
