Background and History

Mitokado Homura was one of Sarutobi Hiruzen and Utatane Koharu’s closest political allies. During Uchiha Itachi’s report on the Uchiha Clan’s deteriorating position, Homura regarded the clan as an urgent danger and supported dealing with it before other concerns. He also expressed uncertainty about Akatsuki, which Itachi had mentioned in his report 59.

As the Uchiha Clan’s influence grew, Homura became increasingly hostile toward Uchiha Habara. He opposed Habara’s reforms of the Military Police Force, arguing that Hiruzen should never have conceded such extensive authority to him. Homura and the other elders feared that the reformed force would overturn decades of effort to contain and reclaim control over it 123.

During the impeachment crisis, Homura rejected the seven clans’ accusations against Hiruzen as rebellion and attempted to disperse the gathered Leaf ninja. He ordered “irrelevant personnel” to leave while members of the Mitokado, Utatane, and Sarutobi factions formed an encirclement around Habara’s side 149.

After Hiruzen confessed to involvement in the Wood Release experiments, Homura ordered the Anbu and other ninja to arrest Habara, initiating open combat 149. He later urged Hiruzen to kill Habara and crush the remaining rebels, insisting that only force could restore stability 150.

Homura’s final argument with Hiruzen exposed their ideological divide. While Homura maintained that their authority and clan interests served Konoha, Hiruzen concluded that the old leadership had prioritized itself over the village. Hiruzen then killed Homura with the Adamantine Staff, apologizing that he had no other choice as Hokage 150.

Personality

Homura was forceful, distrustful, and deeply committed to preserving the authority of Konoha’s old leadership. He perceived Habara and the Uchiha reforms as threats to order rather than attempts to improve the village, favoring suppression, infiltration, and political containment over compromise 123 149.

He framed his faction’s actions as being “for Konoha,” but his confrontation with Hiruzen showed that he remained strongly concerned with the power and position of the clans behind the elders. He considered ordinary Leaf ninja susceptible to emotional manipulation and resented their lack of support during the impeachment 149 150.

Homura was among the principal defenders of Hiruzen’s regime during the seven clans’ impeachment. His escalation of the confrontation—from dispersing civilians to ordering Habara’s arrest and demanding his death—ended when Hiruzen killed him himself 149 150.
