Eight centuries of rule

The World Government has stood at the pinnacle of the world for approximately 800 years, outlasting successive pirate eras and maintaining a foundation considered deeper than that of any ordinary power. 119 461 Its public authority rests with the Five Elders, but Imu ultimately rules from behind them. 497 498

It attempted for centuries to destroy the indestructible Poneglyphs, then adopted a policy of banning all research into them when destruction proved impossible. 120 The Government also suppresses knowledge of the Ancient Weapons and seeks to secure any records connected to them. 118 120

Dongdong Island incident

On Dongdong Island, the Government operated a secret research base conducting human experimentation, biological gigantification, and work involving gigantic animals and plants. The facility possessed a self-destruct mechanism intended to erase the island and its personnel if its secrets were exposed. 60 74

After Roy breached the base, Marine Headquarters imposed martial law across the North Blue to prevent information from reaching the Revolutionary Army. 67 CP0 later intervened in the investigation, reflecting the Government's concern over the loss of the facility and its data. 74

Dealings with Roy

The Five Elders initially rejected Roy's request to become a Shichibukai, viewing his rise as the possible emergence of a “fifth emperor” amid instability among the Four Emperors. 120 They were particularly unwilling to bargain after he revealed possession of Alabasta's Poneglyph records concerning the Ancient Weapons. 120

The Government later had CP0 offer Roy a Shichibukai title in exchange for retrieving data files from Rain Base. 122 As a Shichibukai, Roy was ordered to exterminate the Supernovas involved in the Sabaody Archipelago incident, after Celestial Dragons had been attacked. 182

War and recovery

During the war against Roy, the Government planned to use Marine Headquarters, the Shichibukai, and the conflict with the Whitebeard Pirates to preserve its authority while eliminating major threats. 419 420 Roy's broader plan targeted Marine Headquarters, Impel Down, and the Holy Land, seeking to draw CP0 away from Mariejois before launching an assault. 418

Mary Geoise was devastated during the conflict, while Marine Headquarters and Impel Down were also destroyed. 448 460 Faced with Roy's strength, the Five Elders surrendered a rubbing of the final Road Poneglyph in exchange for being allowed to withdraw. 460

Two years later, the Government had rebuilt Marine Headquarters and re-established control over the first half of the Grand Line. It remained one of the world's three dominant powers alongside Dreamland Kingdom and the Revolutionary Army. 461

Policies and Operations

• Maintaining balance — The Government favors a controlled balance among the Four Emperors, Marines, and Shichibukai, fearing that uncontrolled chaos would strengthen the Revolutionary Army. 120 187
• Suppression of forbidden history — It bans Poneglyph research and closely guards information concerning the Void Century and Ancient Weapons. 120
• Covert experimentation — It conducts secret research into gigantification and human mechanization, pursuing military strength and methods to extend the lives of influential figures. 60 370

• Information control — Following the spread of Dream Online, it attempted to restrict access to the Dream Domain but eventually lifted the restrictions when even Government and Marine personnel began using it in large numbers. 462

• Uranus — The Ancient Weapon known as a “god.” Holy Land Mariejois is revealed to be Uranus, a floating city capable of unleashing overwhelming light and heat. 501
