Following the fall of the Demon Race Heavenly Court in the Witch-Demon War, the Heavenly Court remained ownerless. Hongjun warned that without a ruler, the Great Desolation's destiny, stellar movements, weather, and cycle of reincarnation would fall into disorder. He therefore called the Saints to select a new Heavenly Emperor and Empress. 119

Hongjun appointed Haotian and Jade Pool after determining that they possessed the necessary cultivation, merit, and prestige. Haotian accepted responsibility for stellar order and the regulation of wind, rain, thunder, and lightning; Jade Pool pledged to nurture spirit veins and aid suffering beings. 120

The Heavenly Dao restored the court in the Thirty-three Heavens. Haotian and Jade Pool announced their ascension before Taibai Jinxing, over a thousand Zenith Heaven Golden Immortals, and other immortals, who swore loyalty to the new regime. 122

Under Haotian, the Heavenly Court shifted from the Demon Race's force-based rule toward a structured administration.
