Background / History

Four hundred years before the present era, part of Jaya Island was swept ten thousand meters into the sky by a rising ocean current. The Sky Islanders named the elevated land the Holy Land and called it Apaya; it remained the only area with substantial land on Sky Island. 84

Enel later arrived after destroying his homeland, Birka, and established himself as Sky Island's god. His rule depended on island-wide Mantra and lightning punishment, while local laws were structured to make Blue Sea visitors easy targets for criminal charges. 84

Ling Donglai reached Sky Island through the waters near Jaya, where shipwreck debris falling from above indicated its position. After defeating Enel, he took the divine throne and offered the former god a place beneath him. 80 85 86

Ling renamed the new country Izumo, selected the highest Sky Island for the capital of White Cloud City, abolished Extol in favor of Beli, and began joining separate Sky Islands around Upper Yard into a single Cloud Continent. 88

Rule of Enel

Under Enel, Sky Island operated as a theocracy. Its laws criminalized acts including illegal entry, property destruction, trespass in sacred places, and attacking a god; Mantra users could detect violators before they escaped. 84

Enel's God's Army enforced his rule, but was routed by the Kung Fu Dugongs and electromagnetic weaponry during Ling Donglai's invasion. 85

Izumo Administration

Ling Donglai established a centralized monarchy after taking Sky Island, styling himself the White King. He assigned Robin to territorial planning, Gan Fall to local affairs and intelligence gathering, and Vivi to legal development. 88 91

Izumo replaces much ordinary labor with robots and uses compulsory education to train its population, particularly toward scientific and Magnetic Field disciplines. 98

The population is connected through the Khala Link, a network derived from Ling Donglai's Domain of the Overlord. It allows broad communication and emotional influence across the Cloud Continent. 111 186

Inhabitants

Sky Islanders are winged people whose physique gives them a notable affinity for Mantra, identified as Kenbunshoku Haki. Some children can possess Mantra capable of covering an entire island from birth. 111 92

Later Lineage Factor research found partial overlap among Sky Islanders, Shandians, and King the Wildfire. Lunar ruins and murals further indicated that their winged ancestors, the Moon People, migrated to the planet after their resources and energy were depleted. 190 240
