Background / History
Jiraiya spent years away from Konoha searching for the Child of Prophecy and later pursuing Orochimaru. Recalled by his former teacher, Third Hokage Hiruzen Sarutobi, he returned after a lead on Orochimaru went cold. Before reporting in, he investigated recent village events under the alias “Laiye.” At Ichiraku Ramen, he met Naruto and recognized the son of his former students Minato and Kushina. Naruto’s isolation and neglected home led Jiraiya to stay with him and take responsibility for his care 31 32 33.
Hiruzen asked Jiraiya to investigate the Uchiha clan. Senya Uchiha instead showed him evidence that Root had prevented the clan from helping during the Nine-Tails Attack and disclosed information about the masked attacker, Obito. Jiraiya came to suspect Danzo’s involvement and joined Senya’s effort to remove him, on the condition that Hiruzen be allowed to retire with dignity. After Danzo abducted and injured Naruto, Jiraiya confronted Hiruzen, publicly revealed Naruto’s parentage, and traveled with Naruto and Senya to seek Tsunade’s medical help 35 36 37 49 55 59.
Jiraiya later accompanied Naruto to Kumogakure for training under Killer B. His additional orders made him Konoha’s envoy and tasked him with helping establish the Ninja Association’s Land of Lightning branch. Nearly six months into the assignment, he reported securing leasing rights to ten percent of Kumogakure’s shops and requested funding to develop them 364 393 444.

Personality
Jiraiya is theatrical, flirtatious, and easily distracted, often using boasts or jokes even in serious situations. He also acts independently: on returning to Konoha, he gathered his own intelligence before answering the Hokage’s summons. His care for Naruto is practical as well as emotional—he buys him meals, cleans his apartment, stays with him at night, and prioritizes his recovery over council politics 31 32 111.
His loyalty to Hiruzen does not prevent him from opposing the former Hokage’s decisions concerning Naruto. Jiraiya refuses the prospect of becoming Hokage himself, preferring travel, writing, and the search associated with the Toad Sage’s prophecy. Learning that Yahiko may have died leaves him grieving and guilty over a former student he could not protect 37 49 63 107.
