Background

Viserys I is the fifth King of the Iron Throne. He is the elder brother of Prince Daemon Targaryen, father of Princess Rhaenyra, and later husband to Queen Alicent Hightower. He rose to power while still haunted by the Great Council and by the possibility that Rhaenys Targaryen and Corlys Velaryon might have contested his claim. 31

His decision to name Rhaenyra his heir was motivated by affection and by fear that Daemon would bring ruin to the realm. He later confides that a dream of a son wearing the Conqueror's Crown led him to pursue an heir at the cost of Aemma Arryn's life, leaving him plagued by regret over both Aemma's death and his succession decisions. 31

After Daemon left King's Landing and Corlys Velaryon's influence grew, Viserys married Alicent, secured support from the Oldtown faction, and forced Corlys from the Small Council. He viewed the Velaryons' fleet and dragons as a continuing threat to royal authority. 31
