Background / History

Ei formerly served as the martial counterpart to her sister, Makoto: Makoto handled governance while Ei led soldiers in battle. After the disaster 500 years earlier, Ei made her body into a puppet, placed her consciousness within the Dream of One Heart and secluded herself in the One-Mind Domain. She entrusted Inazuma's defense to the puppet Shogun, imposed the Sakoku Decree, and later the Vision Hunt Decree in pursuit of eternity. 94 96

The arrangement failed. The puppet Shogun and Tri-Commission proved incapable of preserving Inazuma's stability; the Tenryou Commission and Kanjō Bugyō exploited the decrees, colluded with the Fatui, and helped drive the civil war. 96 97

After Li Yue absorbs Makoto's consciousness from the Sacred Sakura, Ei learns her sister is still present within Li Yue. She temporarily borrows Li Yue's body to investigate Inazuma with Yae Miko, witnessing the consequences of her rule firsthand. 91 Makoto then confronts Ei over the suffering caused by her policies and the manipulation she suffered at the hands of the commissions and Fatui. She prefers confronting problems directly, initially responding to the resistance by personally leading the Shogunate Army into battle. 94 95 Her isolation and limited understanding of governance left her vulnerable to manipulation, but she acknowledges mistakes when presented with trustworthy evidence from Makoto. 94 97

She is earnest, rigid, and protective toward Li Yue, whom she calls her responsibility as his shadow. She waits for his return from other worlds and stays beside him while he rests, explaining that she does not need sleep. 113 Despite her formidable bearing, she shows childlike excitement around sweets, particularly three-color dango and dango milk. 95

Ei emerges after Li Yue displays Makoto's Electro authority on Yashiori Island. Learning that Makoto survives within Li Yue causes her anxiety over her sister's judgment. 92 93 After hearing that the Vision Hunt Decree prompted the resistance, Ei personally leads the Shogunate Army against it. 94

At Natsumi Beach, she annihilates the resistance's main camp and captures Kokomi through Kujou Sara. 95 Makoto's later revelations make Ei recognize that the Sakoku and Vision Hunt Decrees, as well as the war, were manipulated by corrupt commissions and the Fatui. 97

Duel for Inazuma

Ei challenges Li Yue to a duel after revealing herself as the Electro Archon. 98 She deploys the Puppet General and defeats Li Yue's Takemikazuchi with Eternity, but Li Yue reveals that the battle was an illusion created through dream authority. 100 101

Following her defeat, Ei abdicates the Raiden Shogun position to Li Yue in order to keep him in Inazuma and becomes his deputy. 101 She accepts Li Yue's public judgment of her actions and supports his punishment of the Tri-Commissions. 102
