He blocks news of Shangguan Xiyun’s danger, encourages the Fierce Wind Bandits to abduct her, and waits for the resulting conflict to damage the family’s reputation. 16 19
When Li Yan disrupts the scheme, Huang Lingyan attempts to redirect the crisis into a campaign against the Fierce Wind Bandits. Li Yan exposes the impracticality of his proposal, forcing the City Lord to withdraw rather than openly risk his own forces. 19
Martial Kill Order and Consolidation
After Li Yan escapes Dongjiang City, Huang Lingyan kills the injured Wang Jin and blames Wan Sanhuo. He issues a city-wide Martial Kill Order, using the incident to rally martial artists behind his authority. 23 24
