Chang Wei built the Black Ops Division into a force against Vought as Homelander fell and Sebastian Shaw’s superhuman rebellion spread across America. The government established The Administration, and Captain America faced Shaw but was pinned down by his gravity powers.

Arc 61Destroyer, Hydra, and Vought

Chang Wei and Hulk helped Thor defeat the Destroyer Armor, but Hydra then attacked Tony Stark’s base and stole the Frost Giants. As the Avengers formed, Chang Wei entered The Boys world and built the Black Ops Division to challenge Vought, leaving Vought under pressure from a public campaign against its Superheroes.

  • The Destroyer Armor withstood the U.S. military’s weapons and battled Hulk, whose strength and healing grew until Chang Wei called him away and the armor pursued them.

As Vought promoted Starlight to replace him, she secretly recorded Deep’s harassment and brought the evidence to the Black Ops Division, leaving her uncertain how Vought would retaliate.

  • Billy Butcher recruited Frenchie and Mother's Milk to investigate Vought, and the three stole Compound Five from Mercy Hospital with the help of a laser-firing baby.
  • Vought ordered Xuanse to hunt Butcher’s team, while Dark God’s superhuman terrorists kidnapped Madelyn and targeted Sage Grove Center.

As Captain America and The Boys battled Dark God, Captain America confronted Shaw’s beliefs and fought him, but Shaw gained the upper hand with gravity.
