Li Qi is the daughter of Li Yunfei, commander of the South Sea Fleet. Old Huang promoted her to Major General and placed her at Liangshan Base, which he believed could eventually surpass Mangdang Mountain Base in importance. 30

As Blue Sword’s first extra-establishment member, Li Qi was tasked with discreetly recruiting Qi Lin. She arranged their meeting, introduced Qi Lin to Liangshan Base’s personnel and technology, and helped her recognize Blue Sword as a Chinese institution rather than another alien-led force. 35 36
