For the military, combining their earlier discussions with his own plans, the kingdom's Marine Legion would consist of thirty standing legions, twenty garrison legions, and twenty noble legions, for a total of seventy legions and a full strength of five million troops.
The legions would retain the organizational structure of the Ilia Kingdom Army: each legion commanded three armies, each army commanded four battalions, each battalion commanded five thousand-man units, each unit commanded ten hundred-man companies, and each company commanded ten ten-man squads.
As for the Qixing Territory's system of large five-thousand-man battalions and small three-thousand-man battalions, it would pass into history, its mission complete.
For special forces, six mage legions and six knight legions would be established.
Each mage legion would contain six mage corps, with a full complement of two thousand mages per corps. During peacetime, however, it would maintain only two corps' worth of mages. In wartime, spellcasters would be recruited from local mage academies and the nobility to fill the remaining ranks.
Each knight legion would command two knight orders. Each order would have three thousand two hundred knights and six thousand four hundred knight squires, for a total of nine thousand six hundred.
The six knight legions would comprise twelve knight orders in total. Four would recruit from the nobility and two from the royal clan. The remaining six would initially draw primarily on the knights of the Qixing Army, then later recruit students from knight academies throughout the provinces directly administered by the crown, building a complete recruitment system from the bottom up.
The royal guard legion would defend the Royal Palace, with twenty battalions and a fixed strength of one hundred thousand.
Excluding local garrison troops, the kingdom would have to directly support eighty-three legions, numbering roughly five million two hundred thousand troops.
