Background / History
Belder was a commoner-born Knight assigned to Velin by the Ex Family. He swore personal allegiance to Velin and was entrusted with confidential matters early in the pioneering campaign, including the extraction of a mithril deposit beneath the Lake of Star Prayer. 19 23
During Qixing Territory's earliest expansion, he commanded infantry in the battle against the Boulder Tribe, organized camps and territorial security, trained professional soldiers, and proposed forming an elite force from twenty Warrior Apprentices equipped with iron armor. 14 17 23 He also recruited Knight Squires under Velin's one-to-many training system. 39
As the territory grew, Belder shifted increasingly toward civil administration. He managed population influxes, militia expansion, urban construction, resource coordination, military recruitment, academy projects, and the development of Star Prayer City. 114 184 221 His discovery and cultivation of Ice Blue Grass helped establish a major economic pillar for Lake of Star Prayer. 92
Velin appointed him Governor of Star Prayer County and concurrently Governor of Star Prayer City, placing the territory's central county under his administration. 284 Belder subsequently became the principal administrator behind Qixing Territory's rapid development; Velin later stated that the territory would have developed at least half as quickly without him. 2012

He is also persistent and politically shrewd. As Qixing Territory expands, Belder becomes its indispensable administrator. He oversees Star Prayer City's growth, requests major construction funds, recruits officials, and takes responsibility for army expansion, population growth, and territorial development while Velin is away. 221 242
Governor of the Central County
Following Qixing Territory's reorganization, Belder becomes Governor of Star Prayer County and Star Prayer City. The new post centralizes much of the territory's administrative burden under him, while repeated transfers of skilled personnel create ongoing conflict and negotiation with other governors. 284 508
Overwork and the Machinery Core
Belder's workload repeatedly leaves him exhausted, white-haired, and short of capable aides. Velin ultimately gives him SDA-080, a Machinery Core capable of helping manage administrative work. 838 962 963
Kingdom Administration
