History

Qixing Territory’s early growth centered on pioneering and settlement. By August of its early expansion, Andrew’s newly opened region alone had grown from 400 km² to 2,500 km² in a year and contained over 30,000 people, many living in tiny sovereignty-establishing villages. Velin reorganized the area around the Blue Gauze River and Lake, establishing Blue Gauze Town and relocating the Luo Niu Camel ranch there from Star Prayer Town. 149

Expansion brought major administrative strain. An 11,000 km² newly added region housed half of the territory’s population but lacked the infrastructure of the older developed areas, forcing the government to prioritize its resources toward roads, settlements, and administration. 283 A later southwestward pioneering campaign incorporated 13,000 km², divided into ten counties populated by purchased serfs and slaves. 399

After roughly two decades of rapid growth, Velin shifted policy from continual expansion to consolidation. He emphasized that a territory’s strength depended not only on land and population, but also on its army, powerful professionals, and output of transcendent resources. 430 During Velin’s long absences, Belder’s administration continued territorial development, although growth remained uneven between the original core counties and newer frontier counties. 837

The territory’s security and reputation deterred outside threats early in its history. After a dwarven force attacked as a probe, Marquis Dalag Ironforge abandoned plans for revenge when his agents concluded that Qixing Territory was protected by a powerhouse they could not confront. 314

From Radiant Calendar 9794 to 9801, Qixing Territory adopted a defense-first policy while increasing development of its buffer zones. Its population rose by 867,955 during this period, including 458,579 migrants, 65,523 slaves, and 343,853 newborns. 2012 By the later national-era period, its population had reached approximately 3.3 million and it served as a principal source of personnel and military strength for Velin’s broader ventures. 2026 2213

Velin wished to take Qixing Territory with him when his ventures shifted to the New Continent rather than abandon the land he had developed over a century. 2010 2188 By March of Radiant Calendar 9821, after the Star-Prayer Kingdom Six Teleportation Array Allocation Treaty was signed, the territory covered more than 100,000 km². Velin consulted Kyle about moving it intact; he favored seeking a Realm-Moving Legion from the Heaven Realm and planned to visit Seraph Yuxia of the Crowns. The relocation remained a plan at that point. 2283

Administration

Central Hall

Velin established the Qixing Territory Civil Affairs General Administration, commonly called the Central Hall, with Belder serving as Special Governor. 1403

Star Moon Department

The Star Moon Department reports directly to Star Moon Fort and is headed by Kyle as a Special-Class Governor. Its responsibilities include the Magic Potion Plantation, Star Moon Fort Garrison, Adventurer’s Guild, Song of Praise military liaison work, family industries within Qixing Territory, the Gray Fog Space, the Underground World, and selected transcendent-material storage. 1403

County Structure

Qixing County is the political and commercial core of the territory and contains Star Prayer City, the seat of government. As of September 1, Radiant Calendar 9779, the county had eight cities, 35 towns, 121 villages, and a registered household population of 875,589. 1407

Later Administrative Transition

During a later transfer of authority, Belder began handing governmental affairs to Zelia, the Archon of Blue Gauze County. Important personnel in other counties were also reassigned away from key posts. 2017

Qixing Territory also provided 3,173 officials for service in Okla City and the Qixing West District. Belder subsequently served as Chief Archon there, while Kyle assumed full responsibility for military affairs and Xuemiyya took charge of military logistics. 2031

Economy & Resources

Qixing Territory developed into a commercial hub in northwestern Cadro Province, attracting lesser nobles who brought talented offspring for the territory’s Knight Instructor position and the Mage Academy under construction. 187

The Gray Fog Space, also rendered as the Gray Mist Space, remained strategically indispensable because it supplied Seven-Colored Crystals, Gold Nether Crystals, Purple Condensation Gel, and other derived transcendent resources. Velin later considered relocating its entrance; otherwise, Qixing Territory would have to share access with the Duke of Moravia. 2026

Trade Agreements

Qixing Legion

A 10,010-strong elite force supported by Velin’s family arrived through Luensha County, including 9,200 Bronze warriors, 800 Silver warriors across three tiers, and ten Low-Gold warriors. Pryte Haitas became its first Chief of Staff. 966

Qixing Territory later formally established its first legion under the Qixing Legion name. Built around Qixing Camp, it incorporates the Seventh, Eleventh, Fourteenth, and Fifteenth Camps; Cassius serves as Legion Commander and Special General. 1714

Following the later national-era reorganization, the Qixing Legion expanded to 24 battalions and 120,000 troops. Approximately half of its soldiers came from Qixing Territory, while four-fifths of the remainder came from family allied forces. The minimum entry qualification was High-Bronze rank, with Velin intending to raise the Legion into an all-Silver force within 20 years. 2213

Qixing Territory had more than 32,000 spellcasters, including over 26,000 absorbed through the Holy Dragon Kingdom, roughly 3,600 locally trained spellcasters, and more than 2,000 who settled and entered the territorial system independently. 1700
