History

Qixing Territory’s early growth centered on pioneering and settlement. By August of its early expansion, Andrew’s newly opened region alone had grown from 400 km² to 2,500 km² in a year and contained over 30,000 people, many living in tiny sovereignty-establishing villages. Velin reorganized the area around the Blue Gauze River and Lake, establishing Blue Gauze Town and relocating the Luo Niu Camel ranch there from Star Prayer Town. 149

Expansion brought major administrative strain. An 11,000 km² newly added region housed half of the territory’s population but lacked the infrastructure of the older developed areas, forcing the government to prioritize its resources toward roads, settlements, and administration. 283 A later southwestward pioneering campaign incorporated 13,000 km², divided into ten counties populated by purchased serfs and slaves. 399

After roughly two decades of rapid growth, Velin shifted policy from continual expansion to consolidation. He emphasized that a territory’s strength depended not only on land and population, but also on its army, powerful professionals, and output of transcendent resources. 430 During Velin’s long absences, Belder’s administration continued territorial development, although growth remained uneven between the original core counties and newer frontier counties. 837

Central Hall

Velin established the Qixing Territory Civil Affairs General Administration, commonly called the Central Hall, with Belder serving as Special Governor. 1403

Star Moon Department

The Star Moon Department reports directly to Star Moon Fort and is headed by Kyle as a Special-Class Governor. Its responsibilities include the Magic Potion Plantation, Star Moon Fort Garrison, Adventurer’s Guild, Song of Praise military liaison work, family industries within Qixing Territory, the Gray Fog Space, the Underground World, and selected transcendent-material storage. 1403

County Structure

Qixing County is the political and commercial core of the territory and contains Star Prayer City, the seat of government. As of September 1, Radiant Calendar 9779, the county had eight cities, 35 towns, 121 villages, and a registered household population of 875,589. 1407

Qixing Territory developed into a commercial hub in northwestern Cadro Province, attracting lesser nobles who brought talented offspring for the territory’s Knight Instructor position and the Mage Academy under construction. 187

Qixing Legion

A 10,010-strong elite force supported by Velin’s family arrived through Luensha County, including 9,200 Bronze warriors, 800 Silver warriors across three tiers, and ten Low-Gold warriors. Pryte Haitas became its first Chief of Staff. 966

Qixing Territory later formally established its first legion under the Qixing Legion name. Built around Qixing Camp, it incorporates the Seventh, Eleventh, Fourteenth, and Fifteenth Camps; Cassius serves as Legion Commander and Special General. 1714
