Velin left Clara in the Southern Desert Kingdom and traveled by Floating Airship to the Holy Dragon Kingdom as unrest spread around the missing Arabel Legendary. There, he met Melisvyr Lunos Naxius, a Legendary and Lunos Lord, who came to greet him.

• Velin teased Xuemiyya after she woke, then spent several more days with Clara in the Southern Desert Kingdom.
• Velin said goodbye to Clara and left Sea Dwelling City aboard the Star Moon Floating Airship.

• Hetherwelin stopped her maid from confronting the Dragonkin mage and boarded Carriage No. 6.
• The Magic Train entered the sea, and its passengers received White Pearl Magic Potions before it stopped at District 1.
• Velin chose to continue farther into the Underwater City District, so Lester ordered the train to travel to its edge.
• At District 9, Velin examined a Tylannwood pillar while Lester explained how the material was cultivated and used.

Velin met Hetherwelin Salnarda, who revealed that she was Dolores’s aunt and invited him to Holai Manor. He then inspected the merman farms in District 9 and learned how the Holy Dragon Kingdom used and periodically replaced the tribes who worked there.

• Hetherwelin guessed that Velin was the Zephyrus Knight, and Velin guessed that she was related to Dolores.
• Hetherwelin revealed that she was Dolores’s aunt and invited Velin to visit Holai Manor before returning by Magic Train.
• Velin continued with Lester to inspect District 9 and learned that mermen cultivated Sea Willow Grass, which could barely survive outside the Underwater City District.
• Velin reached a merman settlement and learned that rebellious border tribes were purged and replaced with mermen captured from the outer seas.

Velin took his companions from the desolate sea toward the Third District, capturing a magical beast and recounting a story from his travels across the sea. After sightseeing in District 8, the group arrived in the Third District.

• Velin sent a Soul Intent Low-Tier avatar into the desolate sea, which subdued a sea beast and brought it back to District 9.
• Velin asked Lester about skilled chefs, then planned to have Garis prepare the beast in the Third District without advance notice.

• O'dor heard Garthus recount how Lanos had kept O'dor's whereabouts secret from Princess Shirley for centuries.
• O'dor asked Garthus about changes in the Hainas Mermaid Kingdom and stopped him from punishing himself for speaking out of turn.
• A guard reported that Princess Elios's messenger had arrived, and Garthus told him to send the visitors away.

Velin, Xuemiyya, Flora, and Lester visited Master Garis, who reacted with alarm after recognizing Flora and tried to hide his connection to Velin’s uncle-in-law. After Velin used that connection to keep Garis in check, the group settled in to discuss a request.

• Lester introduced Velin to Garis as an Eternal Dawn Knight, and Garis hurried to greet him respectfully.
• Velin introduced Xuemiyya as his wife and Flora as his aunt, causing Garis to collapse before pretending his tail was weak with age.
• Garis invited Velin and his family into the courtyard, while Lester suspected Flora was the reason for the merman’s reaction.
• Velin warned Garis not to reveal his uncle-in-law’s identity, and Garis took the seat of honor while Flora sat with Xuemiyya.

Velin learned about the Hainas Mermaid Kingdom from Garis and revealed a Red Heart Scale gifted by Grand Duke Halifax, prompting Garis to treat him as an honored guest. Velin then asked Garis to process a sea beast, and Garis killed it without damaging its meat.

• Garis said he had chosen to spend his final days in Mostian, so Velin invited him to drink Glowing Wine instead of pressing him to leave.
• After five cups, Velin collapsed asleep on the table, and Garis waited for him to wake.
• O'dor arrived, confirmed Velin would sleep until noon, and gave Garis a Sea King Bone sealed within his soul.

After parting from O'dor, Velin returned to Ludris Floating City and was summoned by Elios’s grandmother, the Legendary Gold Dragon Olavia. He arrived at her island castle and met Olavia, who was waiting for him with sorrow in her eyes.

• O'dor told Garis he could visit him again if he wished, then left; Garis secretly kept the wine cup O'dor had used as a relic for his family.
• Velin woke at noon after drinking, and the next morning he and his companions set out for District 2 with Garis.
• Seven days later, Velin and the others returned to the Manor in Ludris Floating City, where Elios told Velin that his grandmother wanted to see him.
• Madam Merivellna, a Legendary Crimson Flame Flying Dragon and Olavia's Head Maid, flew Velin and his companions to Eastern Sacred Dragon Island.

Velin thanked Olavia for the Naxius family's reward and used his first request to arrange troops for his territory. Olavia agreed to provide two Legends, 100,000 soldiers, and 300 Kilometer-class Floating Battleships in ten years, and also approved his request to buy more ships and recruit Spellcasters.

• Olavia offered Velin three requests and two instances of free assistance on behalf of the Naxius family.
• Velin requested troops, and Olavia explained the forces the Naxius family and its allies could provide.
• Velin settled on borrowing two Legends, 100,000 soldiers, and a Floating Fleet of 300 ships for ten years from now.
• Olavia named Merivellna and Isadora Naxius as the two Legends and promised 300 Kilometer-class Floating Battleships.
• Velin asked to purchase additional Floating Battleships and recruit Spellcasters, and Olavia agreed.

Velin received Olavia’s help in arranging the purchase of Floating Battleships from the Holy Dragon Kingdom, with payment allowed over two hundred years. He and Xuemiyya selected eighty ships and planned to postpone payment until wartime plunder could fund it, while Velin considered buying ships from other kingdoms as well.

• Olavia offered Velin storage ships at half their construction cost and retired active-service ships at ten percent above construction cost, and allowed him two hundred years to pay for eighty ships.
• Velin received catalogs from Merivellna and reviewed the active-service ships, rejecting the idea of reselling them at a profit because Olavia had given him a trusted price.
• Velin and Xuemiyya compared their selections and chose seven types of Floating Battleships, forty active-service ships and forty from storage, for a total of 2,567,025 High-Grade Magic Crystals.
• Xuemiyya advised Velin to delay payment until the war, and Velin said he also planned to seek ships from the Moon Elf Kingdom, the Nether Arcane Kingdom, and the Holy Third Dawn Kingdom.

Velin postponed meeting Master Himoral and discussed Lady Olavia with Xuemiyya before they fell asleep. Later, Olavia met the young man she called Father, who told her he had only returned to use her for his own purposes, leaving her determined to become the most important person to him in a future lifetime.

• Melivina collected the catalogs and Velin’s notes about the Floating Battleship, then left.
• Velin told Xuemiyya he would wait for Uncle before seeking a chance to meet Master Himoral, and they discussed Lady Olavia before going to sleep.
• Olavia met the young man beneath the Ten Thousand Year Old Ancient Tree and asked him to stay with her.

Velin received Olavia’s token to meet Himoral and left Holy Dragon East Island with Xuemiyya and Flora. On the journey back, Elios explained Olavia’s distant manner and told Velin about Hetherwelin’s unusual origins and their awkward family relationship.

• Velin asked Olavia for a token to meet Himoral, and she gave him one of her dragon scales.
• Velin told Olavia he was resigning and returning to Holy Dragon West Island with Xuemiyya and Flora, and Olavia arranged for Merivellna to take them.
• Merivellna carried Velin, Xuemiyya, and Flora to Ludris Floating City, where Elios and Lester met them.
• Elios explained that Olavia’s stern demeanor was her true nature, unlike the grandmotherly disguise Velin had seen the day before.

Xuemiyya and Velin suspected that O'dor had a hidden connection to Lady Olavia, then traveled with Elios to Holay Manor to meet Hetherwelin. The chapter left them seated with Hetherwelin as Elios joined her to receive the visitors.

• Velin agreed to accompany Elios to meet Hetherwelin, then returned to the Manor with Xuemiyya and Flora.
