In the lush Central Park at the heart of the city, Muggle technicians were setting up equipment and pushing small carts, marking out an area on the ground with white powder.
The area was a full two acres, slightly larger than a full-size football field. It was hidden behind towering trees and rocks, but that hardly mattered. Muggles would no longer be able to see it with the naked eye.
"I hope you'll grant me permission to have an office floor in this building. It would certainly help foster communication between wizarding and Muggle society. We could take responsibility for the building's water and electricity. What do you think?" President Tom Stark looked at Anton hopefully.
"The Magical Congress would like a floor as well. I think this is a wonderful opportunity for communication. In return, we'll send people to care for the Beef Fruit Trees in the building," added Freya Avery, Speaker of the Magical Congress.
Dumbledore stood to one side, looking thoughtfully at the two of them. He smiled. "Perhaps the International Confederation of Wizards could move into the 'Anton Building' as well. That seems like an excellent idea."
Everyone nearby was clearly very interested in the proposal.
Because Anton planned to build a sanctuary, many people had stopped what they were doing and followed him here, curious to see how he intended to construct a space capable of accommodating tens of millions of people.
"An entire floor is out of the question." Anton shrugged. "Though the Elephant-Eating Vine has mutated sufficiently under our Cabin's cultivation, it still can't support a building that tall."
