Stop using Dementors and... establish a wizard prison somewhere else?!
Amelia stared at Amosta in bafflement, unsure whether the solemn-faced Amosta was playing some sort of joke on her!
Without question, Azkaban Prison, guarded by Dementors, was notorious throughout the entire wizarding world.
Yet no one doubted that the Dementors and Azkaban Prison were a sharp sword in the Ministry of Magic's hand, an essential pillar supporting its authority and dignity.
Even unruly wizards like Sirius could not help but feel afraid whenever Azkaban was mentioned!
Now, Amosta was suggesting that the Ministry of Magic abolish Azkaban. At such a crucial time, that was no different from having the Ministry cut off one of its own arms!
"I never expected you to make such a suggestion, Amosta—"
The proposal had likewise startled Dumbledore, but once he recovered, his face took on an expression of heartfelt gratification.
"I do not doubt that this decision would delight many people, Amosta—"
Amelia's expression turned grave. She shook her head slightly.
"But without Azkaban, how are we supposed to deter evil?"
"Other than for a few utterly unforgivable criminals, the purpose of punishment is to persuade people to turn toward good, Amelia—"
Amosta's words greatly surprised both Amelia and Dumbledore. Neither had expected someone as forceful in his methods as him to hold such a view.
"—and Azkaban's Dementors will only push wizards who might have returned to the right path further toward extremity."
Amosta looked meaningfully at Amelia.
"Leaving aside whether using Dementors is humane, Amelia, do you truly believe the Dementors still obey the Ministry of Magic's orders?"
Crack!
Amosta's flatly delivered words drained all color from Amelia's face in shock!
"I had indeed considered that possibility—"
Dumbledore fell silent for a moment.
"After the breakout at Azkaban and the loss of
