After greeting Charles and Erik, Rorschach left Xavier's Manor.
He arrived at a luxury private room in an upscale hotel and met with Howard Stark.
To Rorschach's surprise, not only was Howard Stark there, but Peggy Carter was there as well.
Rorschach looked Howard Stark over, then glanced at Peggy Carter, as if he had discovered something remarkable.

"Why are you standing there staring? Aren't you coming in?"
Howard Stark was organizing clothes in the wardrobe as he casually spoke to Rorschach. Then he looked up and saw the meaningful look in Rorschach's eyes.
He immediately felt both amused and exasperated.
"What the hell are you thinking, kid?" Howard Stark beckoned to Rorschach. "Get in here, quickly. This is important!"
Rorschach naturally knew the two of them were at the hotel on business. He was merely teasing Howard Stark on purpose.
Of course, it was not because Rorschach believed in the playboy's character. He would not have found it strange at all if Howard Stark had really made a move on Peggy Carter.
But the key was that Peggy Carter was clearly not a woman Howard Stark could handle.
Rorschach walked in, shot Peggy Carter a glance, and deliberately brought up the sore spot. "Agent Carter is here too? I hope you send someone who isn't afraid of heights to tail me this time."
