Background / History

Charles recruited mutants alongside Erik Lehnsherr under the CIA's mutant program. While Erik framed the effort as selecting mutant agents, Charles maintained that the immediate goal was to find combat-capable mutants for temporary missions and that those not selected could still remain with the group. He quickly recognized Rorschach's maturity, strength, and unusual control over his abilities. 2

Despite being a powerful telepath, Charles could not perceive Rorschach's thoughts or emotions. He later confirmed that this limitation differed from facing an ordinary psychic opponent, making Rorschach an enduring anomaly to him. 3 8
