History

Uchiha Senju founded the Empire after a campaign that abolished the ninja village system and replaced separate nations with provinces. Its founding Holy War and subsequent civil war killed an estimated 180,000 shinobi and 1.84 million civilians over three years. The Empire was declared established in the early 44th year of Konoha; twenty years later, Nagato described it as free of war 1 34.

After twenty years of research, the Empire completed a cross-dimensional transfer array. Senju sent Obito Uchiha, Kakashi Hatake, and Nagato Uzumaki as its first vanguard to another Ninja World. Their mission began an expansion that progressed from exploration and temporary passages to full-scale expeditions 1 70 211 212.

Government and Society

• Emperor: Uchiha Senju is the Empire’s first Emperor and holds authority to mobilize its personnel 1.
• Ninja regulation: Ninjas must register their identities, addresses, techniques, and tools. Unregistered use of ninjutsu or ninja tools is a crime, and attacks on civilians face severe penalties 6.
• Education and work: Shinobi can train for fields beyond combat, including medicine and engineering. Public ninjutsu education is available regardless of age, background, or wealth 185 230.
• Research incentives: Creators can charge for self-developed ninjutsu protected by intellectual property rules. The Empire also awards Merit Points for contributed techniques 97 123.
• Civilian policy: Its systems include healthcare, education, and childbirth incentives. Senju rejects Danzō’s proposal to sharply limit support for residents of conquered parallel worlds 232 281.

Technology and Military

• Interworld travel: Transfer arrays and later cross-dimensional channels carry personnel between Ninja Worlds. The channels enable larger deployments as they become stable 1 70 211 261.
• Communications: Chakra-powered nano-bracelets let the first vanguard locate one another, communicate with the Empire, and access stored technical knowledge 1 39.
• Research infrastructure: Imperial server research includes a Moon-based Ten-Tails Server; Orochimaru proposes using the Sage of Six Paths’ residual soul as an AI model for calculating and creating ninjutsu 122 123.
• Army corps: The First Army is a small elite force reserved for extreme threats. The Second Army requires at least Jonin-level strength and also handles disasters and construction. The Third Army leads the major World 64 expedition; the Fourth is a reserve corps 211 212.
• Reconstruction: After the conquest of the Land of Lightning, the Third Legion builds a city with power and network infrastructure on the ruins in less than a day 236.

Interdimensional Expansion

• World 64: The Empire’s representatives seek local support while preparing conquest. Its Third Army is divided into six provincial divisions for an expedition against six countries 41 212 217.
• Public appeal and resistance: Naruto presents the campaign as liberation from the village system, but Konan challenges the Empire’s claim of benevolence. Naruto later gives the Ninja World a deadline to surrender or face its troops 184 185 186.
• Later campaigns: The Empire establishes strongholds and introduces reforms after another vanguard conquest. Its expansion eventually reaches multiple parallel universes; following an Ōtsutsuki attack, Senju leads a campaign against their star system 319 343.
