Background

Tenshukaku developed under Tang Ping as a governing power rather than a conventional ninja village. Its model combines commerce, military forces, policy-making, and territorial administration, unlike the mission-focused structure of the major ninja villages 441.

The Uchiha Elder House Lineage relocated to Tenshukaku while retaining contact with Konoha’s militant Uchiha faction. Tang Ping prevented ninja clans from forming isolated, self-governing enclaves and curtailed clan privileges within the city, while giving the Uchiha extensive opportunities and authority 244 338.

Konoha ultimately had little direct leverage over Tenshukaku: it was Tang Ping’s private territory, most of its ninja were not registered with Konoha, and the Southwest Shinobi Army had withdrawn much of its presence 477.
