History

Establishment of Zhang Miao’s Base

Kakashi East requests assignment to the Land of Waves because it is close to Konoha but poor enough to escape outside attention. Zhang Miao sends Uzuki Shinrin to join him, then recruits the Ino–Shika–Cho to help take control of the country 131 137.

On his first arrival, Zhang Miao gives ferryman Tazuna a ten-thousand-ryo note and tells him that a bridge to the Land of Fire will change the country’s fate. Tazuna responds by vowing to build it 131. Zhang Miao later sends the Wood Release recruit Dahe to assist with construction 181.

Uchiha Refuge

Uchiha Clan members leave Konoha for the Land of Waves, creating tension between the two countries. Zhang Miao reveals that he is the island’s actual ruler and assures Jiraiya that neither he nor the Land of Waves will become Konoha’s enemy 358 359.

He allows the Uchiha to remain, places them under Fugaku and Itachi’s supervision, and takes responsibility for handling Konoha’s response 360. After the Uchiha massacre, he brings Izumi to the village and transfers ownerless clan property there. Fugaku informs the resident Uchiha of the massacre 383 385.

Bridge Conflict and First Tournament
