Background

Otohime was Fish-Man Island's Queen Consort and a prominent advocate for peaceful coexistence among mermaids, fish-men, and humans. She regularly entered the Fish-Man District to provide aid and persuade its residents toward kindness, earning substantial respect despite hostility from parts of the district. Her innate Observation Haki allowed her to sense emotions and influence others through her voice, but it could not protect her from betrayal by her own people. 183 226 227

She was kidnapped by fish-men and sold to Moriah. Her attempt to influence Moriah failed because of his will, leaving her disillusioned with her earlier trust in others. Spandine later presented her to Ross as a gift. Although startled by Ross's strength, Otohime judged that strength did not inherently determine good or evil and requested to be returned home. 183 186

Appearance

Otohime is a mermaid with an elegant but physically fragile build. She has pale golden hair, a fair face, and an orange-red goldfish tail. 186

Otohime began as a gentle, idealistic advocate of coexistence who believed that goodwill and understanding could overcome division. She did not equate power with evil, remained willing to listen to Ross's arguments, and sought to understand the causes of violence within the Fish-Man District rather than merely condemn its inhabitants. 186 188 220

Her experiences with slavery, betrayal, Neptune's conduct, and the murder of her daughters fundamentally changed her methods. She retained her goal of peace, but came to accept force, punishment, and sacrifice as necessary to protect more people.
