Background / History

Ross awakened memories of a previous life in Mary Geoise during the Marineford Era, year 1500, realizing he had become a Celestial Dragon of the Jaygarcia Family. Initially physically weaker than an ordinary person, he gained the Defeat System, which rewards him for defeating, killing, or incapacitating opponents according to their ratings. He immediately tested it on the captive pirate Erika, receiving his first increase in strength and marksmanship skill. 1

As Saint Saturn's grandson, Ross used his lineage to pressure Fleet Admiral Kong into granting him access to Admiral Zephyr and participation in the Ohara Buster Call. Saturn instead made Zephyr a CP0 instructor for the Jaygarcia Family, establishing Zephyr as Ross's trainer, guard, and deputy. 4 5 14

Ross used the Ohara operation to build his public influence. He publicly announced the scholars' execution, oversaw the Buster Call, and promoted Sakazuki to Admiral after Ohara's destruction, forging a durable political alliance with him. 34 36

As his strength grew, Ross expanded his influence through the Jaygarcia Special Administrative Region, Alabasta, the Mermaid Kingdom, the Mercenary Guild, and later Ross Town. Though he presented reformist policies—including the abolition of slavery—as measures to strengthen the World Government, he also viewed these institutions as tools for consolidating regional power and influence. 209 211 251 292 294

Following the Holy Land incident, Ross became increasingly central to World Government affairs, proposing Kong's promotion and CP0's reconstruction. He later inherited the Flower Chamber's authority and demonstrated SS-class power by destroying Impel Down. 288 452 454

After entering the Soul Society, Ross became Captain of the Tenth Division and eventually Captain-General of the Gotei 13. He later returned to the Pirate World and reorganized it into Cloud Palace, the mortal world, and the cycle of hell, appointing Aizen as Vice-Monarch over the World Government. 482 710 801

Personality

Ross is calculating, ambitious, and intensely pragmatic. He treats status, wealth, public image, and political reform as resources to be leveraged, while pursuing personal strength as the foundation of unrestricted freedom. He recognizes when others are using him and accepts it if the exchange benefits him. 19 21 421

He is ruthless toward opponents, prisoners, and obstacles, often treating powerful enemies as sources of experience for the Defeat System. He has also developed a habit of humiliating swordsmen by seizing their weapons as trophies. 228 230 265

Despite this cruelty, Ross can show patience, respect, and generosity toward people he considers useful, loyal, or capable of growing. He trained Gion, trusted Sola with major research, protected and supported figures such as Rouge, Otohime, Olvia, and Stella, and prefers political control over indiscriminate violence when it is more efficient. 20 108 215 294 438
