History

For centuries, it maintained its system through affiliated nations, Celestial Gold, Marine protection, Celestial Dragon privilege, and selective toleration of piracy and disorder beyond its core territories. It backed proxy forces such as Germa 66 when affiliated nations threatened to withhold tribute or create rival political structures. 19 20 97

The destruction of Mariejois by the Golden Lion's pirate force severely damaged the Government's prestige, killed a Five Elder, and prompted affiliated nations to question their loyalty. The Government rebuilt the Holy Land within a month, reduced its former scale, and used the Knights of God to suppress dissent. 283

Afterward, the Government rebuilt its ruling class by elevating new World Nobles, expanded anti-pirate bounties, and intensified repression of attacks on Celestial Dragons. 289 Under Ross's leadership, it then pursued centralization through special administrative regions, a ten-rank bureaucracy, military integration, worldwide economic programs, and the restructuring of Mariejois. 413 415 416
