For centuries, it maintained its system through affiliated nations, Celestial Gold, Marine protection, Celestial Dragon privilege, and selective toleration of piracy and disorder beyond its core territories. It backed proxy forces such as Germa 66 when affiliated nations threatened to withhold tribute or create rival political structures. 19 20 97

The destruction of Mariejois by the Golden Lion's pirate force severely damaged the Government's prestige, killed a Five Elder, and prompted affiliated nations to question their loyalty. The Government rebuilt the Holy Land within a month, reduced its former scale, and used the Knights of God to suppress dissent. 283
