Background / History
Gotham was long dominated by entrenched wealth, organized crime, and the influence of the Wayne Family. Wayne-controlled utilities and infrastructure—including power, waterworks, oil, petrochemicals, and transportation—made the family indispensable to the city’s functioning. Even the Court of Owls could not fully control Gotham without the Wayne name. 64
Fifteen years before Downton’s arrival, Carmine Falcone learned that the Court of Owls and its resurrecting Talons existed. The Court remained an unseen force among Gotham’s upper class, while Falcone’s criminal empire operated openly beneath it. 10
