Background / History

Konoha initially operates amid severe internal factionalism involving the Uchiha, Senju, Sarutobi, Shimura, and other major clans. During the Nine-Tails crisis, suspicion falls on the Uchiha Clan; the village’s high command moves to relocate the Uchiha compound before Uchiha Yao and Senju Nawaki overturn the balance of power. 175

Following the exposure of Danzō Shimura’s theft of Sharingan and misuse of First Hokage cells, Konoha is sealed behind a purple barrier and placed at maximum combat readiness. Hiruzen Sarutobi is stripped of authority, Danzō is captured and later dies after his Wood Release cells go berserk, and Uchiha Yao becomes acting Hokage with Tsunade as Hokage Advisor. 176

Yao’s administration restructures the village after the crisis. Clan districts are adjusted following Nine-Tails damage, the Konoha Security Police Division is founded under Namikaze Minato, and the Academy, Anbu, Root, and administrative systems are reformed. 177

Several years later, Yao rules as Hokage and has replaced the old power structure with a system centered on merit and contribution. Konoha expands beyond a conventional ninja village into a major economic, cultural, military, and research center. 301

Under Yao, Academy education and ninja training receive increased resources as part of broader investment in the mission system, welfare, and education. 301

Anbu and Root

After the political restructuring, Anbu and Root operate with divided responsibilities and mutual oversight: Nawaki manages Anbu assignments, Minato participates in core decisions, and Orochimaru handles Root intelligence and ninjutsu development. 177

Root is later described as thoroughly reorganized, with its darker practices removed and its focus redirected toward intelligence and covert missions. 301
