Geography and Strategic Importance

• The Land of Rain lies between the Lands of Fire, Wind, and Earth, while also connecting to Grass Country, the Land of Birds, and the Land of Rivers. Its position makes it a major commercial and military transit hub. 12
• A mountain range along its southwestern boundary blocks ocean moisture, causing rain clouds to accumulate over the country while leaving the Land of Wind arid. 12
• Constant rainfall, little sunlight, mud, and heavy cloud cover make much of the country difficult to cultivate and inhabit. Rain Dragon Valley is largely barren stone and earth, with only rivers and limited saprophytic vegetation. 2 91
• Excessive rainfall created a vast inland lake south of Amegakure. Jingū Kiraku later names it the Rain Sea; its southern waterways connect toward the Land of Rivers and the sea. 12 118

History

Defeat and Collapse

Following Hanzō the Salamander's failed assault on Konoha, the Land of Rain surrendered and became a defeated nation. It owed enormous reparations to the Land of Fire, while Konoha occupied eastern grain-producing land and mining areas. 1

The loss of these resources shattered the national economy. Industries collapsed, civilians lost work, aristocrats and merchants hoarded food, and prices soared to the point that a loaf of bread cost five hundred thousand ryō. Starvation became severe enough that some areas saw parents exchanging children for food. 1

The country was also under direct pressure from neighboring powers: Konoha occupied the east, Sunagakure plundered resources in the west, and Iwagakure infiltrated through the Grass Country border. Amegakure's effective control had been compressed to the area around its village. 13

Rise of Jingū Kiraku

Jingū Kiraku's speeches against foreign occupation, noble exploitation, and Hanzō's surrender galvanized civilians and Rain ninja. Demonstrations demanded the repeal of Konoha's treaty clauses and a leader willing to resist the great nations. 3 5

After Jingū Kiraku killed Hanzō and took control of Hidden Rain Village, the Land of Rain began consolidating under a new regime. Erika and Amemura led the removal of remaining Hanzō loyalists, while confiscated food reserves were distributed to the population and Hanzō's treasure was sold to purchase additional food. 10 15

The Agriculture technology initiative produced a bumper harvest around Amegakure, providing immediate relief to a food crisis that had troubled the country for more than a century. 15 16

Rain–Fire War and Victory

Konoha and Sunagakure later infiltrated the country’s core territory, prompting Amegakure to shift from defense to counterattack. Rain forces relied on guerrilla warfare, poison gas, prosthetic armament, aerial attacks, and Jingū Kiraku’s battlefield intelligence to resist stronger forces. 27 42 60 72

The war ended with Konoha withdrawing from the Land of Rain, providing reparations, and conceding a broad tract of fertile western Land of Fire territory. The acquired area consisted of seven towns reaching to Kikyo Mountain and equaled roughly one-third of the Land of Rain’s original size. Its grain production could feed the entire country. 104 109

Jingū Kiraku designated Konoha’s surrender day as Independence Day. 113

Government and Administration

• Jingū Kiraku rules the Land of Rain from Amegakure with centralized authority, prioritizing control of military, production, education, and regional administration. 117 118

Prosthetic Armament

Amegakure mass-produces Type One prosthetic limbs for wounded and disabled ninja. A soldier using one limb can generally reach genin-level combat ability, while proficient users with multiple limbs may rival chūnin. 55

The program allows injured veterans and ordinary people to bolster the country’s limited manpower. The first forty Armed Ninjas completed training, followed by a second group of eighty. 60

Poison Warfare

• The Poison Gas Factory was expanded to manufacture Poison Gas Bombs at full capacity. 55

Aerial Deterrence

The Land of Rain gained the allegiance of the Sky Ninja and control of their Aerial Fortress, giving it long-range aerial mobility and bombardment capacity. 88 108

It also controls the sealed Zero Tails, whose Super Energy Cannon was used to destroy Ironwood Town in a single shot and force Konoha back to the negotiating table. 106 108

Education and Social Development

• Amegakure is establishing universal Basic Education for school-age children, lasting three years and covering language arts, mathematics, and politics. 116
• Students are then assessed for ninja talent:
  • Children with talent enter six years of Ninja Education.
  • Children without talent enter Professional Education in subjects and trades such as science, agriculture, textiles, and welding. 116
