Background
The body Jingū Kiraku inhabits belonged to a native of the Land of Rain’s capital who originally sought recognition as an aristocratic painter. After nearly starving on the streets, he enlisted as a ninja, performed well against several great-nation forces, became a Chūnin ahead of schedule, and received the Amegakure Hero Badge. The present Kiraku recalls dying after being struck by a truck following an all-night work shift before transmigrating into this body. 1
He arrives in a devastated Amegakure suffering from food shortages, runaway inflation, war reparations, and resentment toward Hanzō’s surrender to Konoha. After the Ninja Civilization System binds to him, Kiraku decides that taking control of Amegakure and developing it into the strongest nation is the only viable route forward. 1
History
Overthrow of Hanzō
Kiraku’s tavern speech condemning the humiliating treaty with Konoha mobilizes civilians and former Hanzō Faction ninja against the existing regime. The event raises his Reputation Value, grants him new abilities, and turns Hanzō into an open enemy who brands him an S-rank rogue ninja. 5
During the struggle for control of Amegakure, Kiraku deploys the Demonic Statue of the Outer Path against Rain ninja forces and forces Hanzō to flee, abandoning Ibuse behind. 4 He ultimately defeats Hanzō at Rain Dragon Valley by combining Izanagi’s temporary invincibility with the Clay Secret Technique’s “Patrick Star” self-destruction. The explosion devastates a ten-kilometer area; Kiraku survives, but sacrifices one Sharingan. 9
Returning to Hidden Rain Village carrying Hanzō’s corpse, he is hailed as a new, hardline leader promising food, security, and resistance to foreign domination. 9
Consolidation of Amegakure
Kiraku recruits former Hanzō subordinates Erika and Amemura into his Leader’s Guard, trusting them to purge remaining loyalists and help stabilize the village. 14 15 He confiscates Hanzō’s hidden food stores and treasure, orders the food distributed through relief stations, and has the valuables exchanged for more food rather than retained for personal use. 15

Kiraku develops Amegakure’s prosthetic-armament program, deploying disabled veterans as Armed Ninjas and using their restored combat ability to address the village’s manpower shortage. 54 60
During the war against Konoha, he relies on long-range sensing, poison warfare, aerial mobility, Paper Release, and carefully staged ambushes. He battles Jiraiya and Tsunade, eliminates a large Konoha force in a valley with mass Exploding Tags, and later defeats Danzō with Five Stars Divine Judgment. 43 46 49 98
After conquering the Sky Ninja, Kiraku incorporates most of their surviving force into Amegakure, intending to use their Flying Ninja Tools alongside Poison Gas Bombs for aerial bombardment. 86 He also obtains Angkor Fortress and Zero Tails: Void, choosing a tailed-beast deterrence strategy rather than voluntary disarmament. 87
