Geography
Haluar is a mountain-ringed basin. Its principal connection to foreign lands is the Talas Trail, making the northwest a likely front line in the event of invasion. 23

Government and Law
Haluar is governed by mages through the Haluar Council. Mages dominate state administration, economic development, production, and major political decisions, while even priesthoods aligned with Mystra have limited influence over those decisions. 114
The country has more than 400 registered Archmages, with High-level Mages numbering several times more. These senior spellcasters, rather than the far larger apprentice population, are described as the state's true backbone. 219

Even rural villages are comparatively affluent: families commonly live in brick homes, farmland benefits from mage-controlled weather, and mechanical tools assist agriculture. 23 148

Faith
Mystra is Haluar's principal deity, and the country is described as the largest faith nation of the Lady of Magic. The Council and Mystra's Church have differing governing philosophies, but remain allies against threats such as Shar and other evil powers. 60
Other churches operate openly in Haluar, including those of Sune, Lathander, and Oghma. The Midsummer Fire of Knowledge ritual is a prominent example of mage reverence toward Oghma. 165 180
Magic and Education
Magic is embedded in daily life. Ordinary people frequently know cantrips, while low-level scrolls and magical items are accessible to many adventurers with basic magical education. 13 31
Haluar has roughly 40,000 mages when registered mages and apprentices abroad are included. Mage academies produce much of the nation's magical workforce, though advancing beyond the first circle remains a major barrier for most students. 151
A mage who reaches level 5 can graduate directly from the academy system and is considered capable of working as an independent professional. 45
Apprentice Burden
Academies require apprentices to complete tasks such as scroll transcription, even though copying scrolls consumes time, mental effort, materials, and Experience Points. This system supports a substantial apprentice scroll trade. 6 9

Lavoisier later warned his associates of an impending crisis in Haluar and advised them to relocate within three months, though the precise nature of the threat was not disclosed. 183
