Background
The World Government was founded eight hundred years before the main story by twenty kings. Nineteen of those kings brought their families to Mary Geoise, forming the Celestial Dragons, while the Nefertari Family remained in Alabasta. 78 331
Its hidden history is tied to Imu's betrayal of Joy Boy. Imu seized the Bikans' ultimate weapon, united the Lunarians and other kings against Birka, and emerged victorious after a war that devastated the world. 320

Organization and Authority
Celestial Dragons
The Celestial Dragons are the descendants of the nineteen founding families who settled in Mary Geoise. They are regarded as gods by much of the world and reside in the Holy Land atop the Red Line. 74 78
