The Shinobi World's Transformation Began with a Clamorous Riot

Zenith Civilization publicly announced that, over the next four years, it would gradually end its supply of biological fertilizer, heavy machinery, and large Insect Swarms.

The Shinobi World immediately descended into chaos.

Though not everyone understood what this meant, there were always those who did.

The propaganda spread by those who understood fell into two broad categories. The most common was resentment.

They were like beggars who had been given a hundred dollars every day. When their charitable benefactor decided to stop giving, they flew into a rage and bitterly cursed the kind person who had once supported them.

Their methods varied as well. Some began inciting crowds, attempting to coerce Zenith Civilization into changing its policies through riots.

They had done similar things before, forcing the Core Bearers responsible for managing the Shinobi World to change their policies.

That had won them considerable benefits and prestige, making them "capable people" in many eyes.

But they did not know that the Core Bearers responsible for managing the Shinobi World were all eliminated candidates. They could not truly be considered part of Zenith Civilization at all.

The methods that could coerce the Shinobi World's administrators meant nothing to the Core Bearers who had passed assessment and the Advents. They knew they possessed absolute force.

Some of the eliminated Core Bearers quickly organized themselves and established the United Government.

Having the advantage of proximity, this United Government formed by those people controlled all the Shinobi World's public infrastructure and armed forces.

They considered themselves the strongest legitimate authority, the inheritors of Zenith Civilization's right to govern the Shinobi World, and for the moment, they became the strongest force.
