History
Founding and early expansion
Zenith Civilization began with Aburame Tetsumaru, an Aburame Clan ninja who lacked outside support and survived through insect research. To overcome the limits of a single mind, he divided himself into a collective of powerful Avatars and began building a civilization rather than a conventional ninja organization. Its early ventures included orbital stations, lunar exploration, and a war against the Ōtsutsuki on the moon. 473
The civilization presented itself as a force aimed beyond the Shinobi World. Uchiha Sanae described its goal as reaching the “infinite sea of stars,” while Katsuyu Great Sage recognized Tetsumaru as the Cocoon Forger and counted herself among its members. 272
Its early policies emphasized talent acquisition. It held a Joint Recruitment Exam, also called the Tribulation of the Celestial Beings, for thousands of children and sought negotiated cooperation with the sentient inhabitants of Mount Myōboku and Ryūchi Cave. 275
Emergence in the Shinobi World
Zenith Civilization initially operated in secrecy, but its conquest of the Land of Wind forced it into the open. It seized Rōran as territory, defeated Sunagakure forces, captured the Fourth Kazekage and Pakura, and compelled Elder Chiyo to recognize its demands. 313
Before publicly revealing itself, it reorganized the Land of Wind around nine major oases near Sunagakure. The concentration of population was intended to improve protection, administration, and access to water resources. 394
