History
Conflict with Britain
The Confederation sent investigators to Britain amid concerns about Murphy Darkholme. Mary Thompson, one of the investigators, complained that the organization had repeatedly refused to provide a coordinated team 313. After Murphy trapped and captured investigators attempting to rescue goblins, the Daily Prophet published an article accusing the Confederation of excessive interference in British affairs. The British Ministry of Magic then voted to leave it 321.
At a later international conference, delegates disagreed over how to confront Murphy. Some sought open action against him, while others feared a war with Britain. Dumbledore, the Confederation’s president, confirmed Murphy’s exceptional power and argued for restraint. The conference convicted Murphy of fifty-six crimes, declared him the world’s most wanted fugitive, and placed a 30,000-Galleon bounty on him, but agreed on no practical response 336 337.
Destruction and reconstitution
A missile struck the Confederation’s gathering at Oulusburg in France, killing all 130 attendees—more than half its members 355. Murphy subsequently announced that he would establish a rival Wizard Alliance rather than rejoin or rebuild the Confederation 357.
The Confederation was later reconstituted. With many hardliners killed in the strike, its remaining membership was described as largely moderate or conservative. It invited Dumbledore to resume its chairmanship, but dropped the idea after news that he had joined the Wizard Alliance 376.
Magical resurgence
The Confederation pressed member governments to prosecute wizards illegally selling potions outside Wizard Alliance oversight 392. At an emergency meeting in Stockholm, delegates disputed how to respond to the growing number of magical creatures, disasters, and Muggle witnesses. They rejected British envoys’ offer of training and coordinated resistance, fearing that it would extend Murphy’s influence 417. Wizards sent by Confederation member states to assist during a catastrophe in Rio de Janeiro were overwhelmed by sea monsters 429.
Leadership and relationships
- Albus Dumbledore — served as president and urged a restrained response to Murphy. After the Confederation re-formed, it considered inviting him back as chairman 337 376.
- British Ministry of Magic — withdrew after the investigator affair; British representatives later attended a Confederation meeting as envoys, not members 321 417.
- Wizard Alliance — Murphy founded it as a competing international organization offering wizards economic benefits under rewritten secrecy rules. By the time Murphy formed the Earth Federation, European Ministries of Magic were joining the Alliance under his intimidation 357 441.
